Course Developer – DHS Counter – Unmanned Aircraft Systems (C-UAS) Program

Overview

The Course Developer designs, develops, delivers, and evaluates training programs supporting DHS Counter-UAS missions, ensuring alignment with DHS policy, legal authorities, and instructional systems standards.

Locations: Annapolis, Maryland. Hybrid, 3 days a week required in office.

Salary Range: $102,000 - $107,000

Key Responsibilities:

  • Plans design, and implement innovative end-to-end entry, intermediate, and advanced level training courses or learning projects for an engaging learning experience for internal and external audiences.
  • Confer with management to identify training needs driven by policy, regulatory, and technology changes.
  • Conduct needs analysis and applies instructional systems design (ISD) principles.
  • Develops teaching outlines and selects instructional methods (group, individual, workshops, exercises).
  • Head training sessions including orientation, OJT, software use, safety, refresher, leadership.
  • Develop training aids including multimedia, simulations, manuals for instructors, such as online course instructional guides and .
  • Design assessments and evaluates training effectiveness.
  • Ensure DHS compliance, accessibility, and legal authority alignment.
  • Support instructor‑led workflow familiarization sessions.
  • Assist with the development of training readiness plans.
  • Confer with subject matter experts to identify and determine the course's needs and the appropriate delivery method based on what the students or end‑users need to learn.
  • Determine, communicate, and manage the training material project development's scope, requirements, goals, and timeline.
  • Identify and plan appropriate instructional content design strategies and objectives, curriculum, learning activities, and assessment materials based on analysis of tasks, learners, and subject matter to engage and educate end users on products, product features, or other topics, ensuring the content matches the objectives.

Minimum Qualifications:

  • Must be a U.S citizen with a valid secret security clearance.
  • 6-10+ years’ experience in developing technical training materials for technical/operational environments.
  • 3+ years of experience in Instructional Design, Education, Learning Technology, or related
  • Proficiency with eLearning and multimedia tools.
  • Prior experience adapting instructional materials and creating media to support learning, e.g., visual aids for face‑to‑face and various multimedia for e‑learning and online.
  • Demonstrated ability to manage technical course development products from inception to completion in accordance with program instructional design principles and processes.

Required Qualifications:

  • Knowledge of UAS threats, detection/mitigation systems, facility protection, and interagency coordination.
  • Proven experience developing curricula for complex, highly technical subjects (cybersecurity, aviation, defense technologies, C‑UAS, or mission systems).
  • Ability to design entry level, intermediate, and advanced training, full course life cycles (planning, development, piloting, sustainment)
  • Expertise in selecting appropriate instructional strategies scenario‑based learning, labs/simulations, workshops, hands‑on operational exercises.
  • Ability to understand and translate concepts related to C‑UAS operational workflows, detection, tracking, identification, and reporting processes, baseline cyber and network concepts (secure architecture, segmentation, monitoring), and safety, legal authority boundaries, and DHS policy constraints.
  • Prioritize content based on operational risk, mission changes, and technology evolution.
  • Strong attention to detail, editing, and content quality assurance.
  • Collaborative and confident in guiding SMEs and instructors through structured design processes.

Desired Certifications

  • Certified Instructional Designer/Developer (CIDD).
  • eLearning Guild or similar professional certification.

At Fairwinds, we consider many factors when it comes to compensation, including the scope of the position as well as your background and experience. Base pay may vary depending on job‑related knowledge, skills, location and experience.

This is a full‑time, exempt position.
