Brooklyn Park Out-of-School Time (OST) Capacity Project

The Brooklyn Park Out-of-School Time (OST) Capacity Project, a high-impact strategic initiative part of the ENOUGH initiative, seeks to dismantle systemic barriers in the Pumphrey and Brooklyn Park communities. With 40.1% of children living below the poverty line and academic proficiency rates of 13% in English and 14.5% in Math, the project aims to provide trauma‑informed, academic‑focused enrichment for youth.

• Resource Development:
  Identify and research a 24‑month pipeline of federal, state, and private grants to secure long‑term contract capital.
• Infrastructure Design:
  Create “Facility Use Toolkits,” including MOUs and Safety Standard Operating Procedures (SOPs) for the Lloyd Keaser Center and Patapsco Park.
• Systems Building:
  Formalize a “Volunteer Registry” to leverage local expertise and reduce future labor costs.
• Vendor Selection:
  Develop a vetting process and scoring rubric to identify and recruit a professional OST vendor capable of delivering trauma‑informed, academic‑focused programming.
