Job Summary
The Engineer II is a central role in the design, permitting, and construction oversight of the City of Annapolis's right-of-way infrastructure. As part of a progressive career ladder, this position performs intermediate to advanced professional and technical work specializing in general civil engineering, traffic engineering, and multi-modal transportation systems.
The incumbent operates with a high degree of precision and professionalism, balancing office-based design with field-based inspections. Unlike entry-level roles, the Engineer II manages complex projects with minimal oversight, provides technical guidance to junior staff, and serves as a primary point of contact for residents, private developers, and other government agencies.
Essential Job Functions- Project Leadership & Management: Manages the planning, development, and implementation of infrastructure projects with a primary focus on traffic safety and calming. Oversees project teams, selects consultants, negotiates agreements, and monitors expenditures to ensure timely, cost-effective completion.
- Design & Technical Oversight: Develops project scopes, detailed specifications, plans, and budgets for general civil, multi-modal, and right-of-way projects. Performs complex engineering calculations and sophisticated technical analyses to solve infrastructure challenges.
- Construction & Field Management: Manages the construction process by conducting regular inspections, resolving field conflicts, reviewing contractor submittals, and recommending change orders.
- Public Engagement & Advocacy: Directly addresses resident concerns regarding mobility and safety, such as speeding and pedestrian safety. Identifies and conducts public engagement activities, including presenting technical materials at community meetings.
- Strategic Planning: Researches, applies for, and manages grant funding for assigned capital projects. Contributes to long-term asset management, infrastructure management plans, and the development of departmental policies.
- Technical Expertise: Comprehensive knowledge of municipal engineering principles, practices, and methods applicable to a municipal setting, including planning, design, cost estimating, construction, installation, and inspection of public works programs.
- Regulatory Knowledge: In-depth knowledge of federal, state, and local laws, as well as MDOT, SHA, and MUTCD standards.
- Software Proficiency: Skilled in industry-standard software including Google suite, Adobe, GIS, modeling tools, project management platforms, and data analysis applications.
- Project Oversight: Ability to independently manage moderately complex projects and coordinate the work of contractors and professional consultants.
- Education: Bachelor’s degree from an ABET-accredited college or university in Civil Engineering or a closely related discipline.
- Experience (Option
1): Three (3) years of professional engineering experience. - Experience (Option
2): If no engineering degree is held, nine (9) years of professional engineering experience, including three (3) years of independent technical responsibility for projects. - Licensure: Possession of an Engineer-In-Training (EIT) Certificate or the ability to secure it within six (6) months of hire.

Must be able to ambulate over rugged terrain, climb ladders, and lift/carry up to 20 pounds of equipment. - Communication: Requires the visual, hearing, and speaking ability to read reports and communicate effectively in person, by phone, or via radio.
