Position: Engineer II (N15)

As part of a progressive career ladder, the Engineer II performs professional and technical general civil engineering work. This engineering series is responsible for the design, permitting, and construction oversight of public infrastructure, requiring a balance of office‑based analysis and field‑based inspections performed with a high degree of precision and professionalism.

The Engineer II performs intermediate to advanced technical work with minimal oversight. This role supports and may lead complex projects, providing technical support and coordinating with junior staff. Incumbents are expected to demonstrate significant technical proficiency and independent judgment while executing a diverse range of engineering projects and public infrastructure improvements.

Project Management & Design
  • Manages and oversees capital improvement projects (CIP) from planning through closeout, developing scopes, schedules, and budgets.
  • Develops concept designs and participates in the evaluation of project proposals, cost estimates, and bidding.
  • Manages the preparation of detailed specifications and plans for infrastructure projects.
  • Researches, applies for, and manages grants for assigned capital projects.
Construction & Operational Oversight
  • Provides technical oversight of construction activities, resolves field conflicts, and reviews contractor submittals.
  • Reviews and approves Temporary Traffic Control (TTC) plans and coordinates road closures or detours.
  • Manages the review process for private development applications, assessing site plans for drainage, utility connectivity, and traffic safety; ensures all proposed public infrastructure within the right‑of‑way meets City standards and specifications.
  • Provides technical expertise to DPW departments to maintain roadways, sidewalks, and utility systems.
Public Engagement and Planning
  • Integrates public needs into designs by working with community representatives and resolving complex complaints.
  • Performs modeling and data analysis to support long‑range planning and decision‑making.
  • Participates in asset management and condition assessment programs.
  • Provides technical guidance, work review, and mentorship to Engineer I staff or technicians.
