Nature of WorkThis position serves as a Regional Construction Engineer (RCE) in the Office of Construction (OOC). The main purpose is to represent senior leadership in managing the Vertical Construction Program, ensuring quality and uniformity of statewide vertical projects through QA/QC methods. The RCE oversees specification compliance and federally mandated program requirements from planning through contract closeout.
The role focuses on administration and oversight of over 450 statewide vertical construction projects (buildings, offices, weigh stations, rest areas, maintenance shops, etc.), coordinating with all divisions, sections, staff, and consultants to successfully execute critical, complex projects in a safe and cost‑effective manner.
QualificationsMinimum Qualifications:
- Bachelor’s degree in engineering from an accredited college or university.
- Eight (8) years of professional engineering experience, including one (1) year of supervisory or consultant management experience.
Selective
Qualification:
- Four (4) years of experience as an on‑site project manager or project coordinator on road, bridge, vertical, or facilities construction projects.
- Two (2) of those four years involving on‑site management or coordination of vertical construction, building, roofing, weigh stations, salt barns, rest stops, HVAC, boiler, or electrical projects.
Preferred Qualifications:
- Knowledge and experience in construction inspection processes.
- Knowledge of construction inspection procedures (grading, drainage, structures, paving, utilities, landscaping,traffic, materials, surveying).
- Knowledge of vertical construction projects and related components.
- Ability to read and understand plans and specifications.
- Effective decision making and continuous improvement mindset.
- Experience mentoring and training field staff, ensuring quality construction and collaboration across the department.
Candidate must possess a valid motor vehicle operator’s license in Maryland. The selected candidate must obtain the following certifications within one (1) year of hire:
- HMA Field Certification
- Concrete Field Certification
- Soil and Aggregate Compaction Certification
- Pavement Marking Certification
- Temporary Traffic Control – Traffic Manager Certification
- OSHA 10‑hour Safety Certification
- MDE Responsible Person Certification
- SHA Erosion and Sediment Control Certification
- Traffic Barrier Certification
Other certifications as necessary for specific assignments.
Additional InformationSpecial Requirements: The selected candidate must be available statewide and willing to work shift, overtime, or weekends as needed.
