Position: SUPERVISORY INTERDISCIPLINARY ENGINEER / ARCHITECT

Summary

You will serve as a SUPERVISORY INTERDISCIPLINARY ENGINEER / ARCHITECT in the Naval Facilities Engineering Command of NAVAL FAC ENGINEERING CMD WASH.

Responsibilities

You will provide senior leadership related to the construction product line and construction management efforts. You are responsible for assisting in the forecasting of workload into the next years in preparation for resource planning requests for the branch; you will ensure data is kept up to date and accurate to ensure its usability in forecasting resource needs. You will provide construction engineering expertise on assigned projects managed within the ROICC/ FEAD office, particularly those of an unusual or complex nature.

You will be responsible for enforcement of all technical and administrative provisions (which typically involve several engineering disciplines) related to the management of assigned construction contracts. You will review, recommend, and/or approve the NAVFAC position concerning contractor entitlement for change through interpretation of contract clauses and the technical requirements of plans and specifications.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS‑12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

  • Serving as a senior member/lead and/or supervisor of a team of engineers/architects and technicians performing a full range of multidisciplinary engineering responsibilities related to military construction (MILCON) and construction quality assurance.
  • Research construction practices and techniques in the development of construction project specifications or feasibility considerations.
  • Establishing and monitoring site and project specific procedures and submission of reports aimed at expediting the work of A/E and construction contractors.
  • Assisting in and/or seeking out solutions to problems involving the areas of all disciplines of engineering and project financing which are the result of design errors, unforeseen conditions, or changes in criteria.
  • Visiting construction projects under execution to evaluate construction progress and safe performance of contracted work.

You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be current and must be held in any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. A copy of your current license/registration showing the expiration date must be submitted with your application in order to be considered for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs.

Education
  • Series 0801
    • Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
    • Combination of education and experience – college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
    • Experience:

      an applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required.
