Financial Manager
The Finance Director performs complex administrative and professional work involving the planning, organizing, and directing of all City financial activities. This leadership role is responsible for the City’s financial management, including budget and strategic planning, accounting, auditing, pension administration, capital planning, debt and cash management, and risk management. The Director advises administrative officials on the financial condition of the City and ensures all fiscal operations align with municipal goals.
EssentialJob Functions
- Plans, organizes, and supervises the Finance Department operations, including fund disbursement, payroll, and revenue forecasting.
- Supervises a staff of managers and professionals, conducting evaluations and resolving personnel issues.
- Prepares the annual general operating and capital improvements budgets in coordination with department heads.
- Reviews departmental budget requests for accuracy and coordinates Council and public review of all fiscal documents.
- Monitors the administration of accounting and billing processes, reconciles bank accounts, and improves budget systems.
- Supervises the preparation of the Annual Comprehensive Financial Report (ACFR) for distribution to Council and the public.
- Oversees and coordinates the sale of bonds to finance capital project activities.
- Directs Risk Management and associated Self-Insurance Fund activities.
- Maintains records for the Police & Fire Pension System, including investment oversight.
- Coordinates grant administration for all revenue received or disbursed by the City.
- Proposes ordinances and resolutions related to expenditures, tax levies, and other fiscal matters.
- Performs other related job duties as assigned.
- Mastery knowledge of municipal accounting and budgeting principles, including GFOA, GASB, and GAAP standards.
- Extensive knowledge of Federal, state, and local laws applicable to municipal financial administration.
- Skill in formulating financial strategy and advising executives on complex fiscal decision-making.
- Advanced skill in auditing technical records and preparing complex financial reports.
- Ability to plan and direct the work of subordinates in specialized fields like payroll, statistical reporting, and tax collection.
- Ability to establish effective working relationships with officials and the general public using tact and courtesy.
- Master's degree in business administration or public administration from an accredited university; and
- Seven (7) years of extensive progressive experience in governmental financial planning and administration; including
- Extensive supervisory experience.
- Possession of a valid and current Certified Public Accountant (CPA) license is preferred.
The work is primarily sedentary, though it requires the ability to walk and stand in conjunction with travel to meetings or conferences away from the worksite. While no special physical effort is required, the employee must be able to operate standard office and accounting equipment efficiently. The position demands high mental acuity to make rational decisions through sound logic within a dynamic environment sensitive to changing priorities.
