Position: FINANCIAL MANAGEMENT ANALYST with Security Clearance
Duties
* You will advise and contribute on work in any phases of budget administration, to include formulation of budget /estimates to support plans, programs, and activities.
* You will present and defend budget estimates to leadership; review and evaluate budget requests; control, and report on obligations and expenditures.
* You will analyze and recommend costs/benefit of alternative methods of financial management of the institution's programs and activities.
* You will implement legal and regulatory controls over approved budgets; and provide advice on effective and efficient methods for the acquisition and use of funds to support the institution's programs and activities.
* You will assist program managers and staff in interpreting the impact of and planning for financial/budgetary and program changes.
* You will perform a variety of analytical, technical, and administrative work for substantive programs and activities.
* You will execute modifications to systems, programs, and/or operations and establish criteria and other means to assess, investigate, or analyze a variety of unusual problems and conditions. Requirements Conditions of employment

* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties:
1) Provide budget and estimates as well as controlling, reviewing, and evaluating budget requests, and present and defend budget estimates, and report obligations and expenditures in support plans, programs, and activities;
2) Analyze and recommend costs and benefits of alternative methods of financial management for an organization's program and administrative operation;
3) Implement legal and regulatory controls and experience; providing advice on effective and efficient methods for the acquisition and use of funds in support of organizations programs and activities; and

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
