Introduction
This is a contractual, position specific recruitment for the Maryland Department of Natural Resources, Watershed Services. The recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of JobThe main purpose of this job is to administer a two year federal award of $1.4M Clean Vessel Act funding to the Department of Natural Resources by implementing the following grant objectives:
- Pumpout Construction:
Construction/installation of one “first time” pumpout projects at $50,000 each;
Construction/installation of 20 replacement/upgrade projects at $20,000 each. Administering subawards to marinas and non-profit entities to install, maintain, and operate marine pumpouts in accordance with federal and state regulations;
Processing invoices from sub-recipients efficiently in coordination with department fiscal staff;
Submitting performance reports and grant applications to the U.S. Fish and Wildlife Service on time for the period of the grants. - Pumpout Operation and Maintenance:
Operations & Maintenance (O&M) funding for 80 marinas at an average of $1,800/yr per marina for approximately two years. O&M funding for three pumpout boats:
City of Annapolis pumpout boat at $85,000/year for approximately two years;
Shorerivers, Inc. at $50,000/year for approximately two years; and Arundel Rivers Federation pumpout boat at $65,000/year for approximately two years. - Education:
Inform/communicate with 10,000 individuals by 6/30/27 about the laws surrounding disposal of vessel waste and location of the pumpout stations. There are approximately 500 marinas and 150,000+/- registered boats in Maryland that need current, accurate pumpout related information. Procuring and distributing pumpout related educational items (funded by the CVA grant) for recreational boaters;
Maintaining and serving information on the location of grant funded pumpouts;
Conducting site visits to marinas to ensure grant funded equipment remains operable.
The Department of Natural Resources, Watershed and Climate Service, is currently accepting applications for an Administrator I. The primary function of the job is to properly administer and implement the Maryland Marine Sewage Pumpout Grant Program, with oversight of federal Clean Vessel Act funds and state Waterway Improvement Funds.
Proper program administration includes:
- Successful grant applications to U.S. Fish and Wildlife Service and the Maryland Waterway Improvement Fund;
- Prudent administration of funding to sub-grantees (e.g., marinas, non-profit entities) in accordance with grant terms and conditions as well as federal and state laws, regulations, and policies;
- Timely reporting to U.S. Fish and Wildlife Service on project accomplishments;
- Leading outreach and education efforts to the boating public about the availability of pumpouts and the laws and regulations surrounding their use;
- Promoting the grant program to marinas.
- Education:
Graduation from an accredited high school or possession of a high school equivalency certificate. - Experience:
Four years of administrative staff or professional work. - Notes:
- Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
- Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
- Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
Preferred Qualifications
- Ability to safely conduct site visits and inspections of pumpout equipment at marinas throughout Maryland in various weather conditions. This involves traversing hundreds of feet on piers and docks, as well as through gravel and grass typically of marina and boatyard settings.
- Ability to plan routes and drive rural roads, major highways, tunnels and bridges.
- Experience with or knowledge of marina operations and/or recreational boating activities is preferred.
- Experience with Microsoft Access databases.
