Position DutiesThe primary purpose of this position is to enhance public safety by proactively monitoring supervised individuals, ensuring compliance, supporting rehabilitation, and facilitating community reintegration.
Key Responsibilities- Communicate with supervised individuals and others in person, by telephone, or via written correspondence, using motivational interviewing techniques.
- Assess risk, stages of change, and criminogenic needs to outline strategies, interventions, sanctions, incentives, services, and resources for successful outcomes.
- Ensure all contacts comply with agency policies and evidence‑based strategies.
- Use tools and training to ensure compliance with supervision conditions, including ICOTS and monitoring interlock device compliance.
- Participate in required training programs to maintain Monitor Certification.
- Create and maintain an official record documenting case activity per agency policies and procedures.
- Produce documents to communicate case information to courts, MVA, or related agencies, and recommend appropriate action.
- Attend hearings in various courts to visually identify supervised individuals and testify on official records.
- Provide testimony supporting recommendations from investigations of offenders’ conduct.
- Ensure compliance with probation conditions and recommend actions for violations.
- Obtain samples (breath or urine) to detect substance use and assess compliance.
- Communicate with treatment providers and community resources to enhance rehabilitation and promote public safety.
- Gather case information to identify additional needs and document observed behaviors.
- Complete various assignments to meet agency or unit needs, including identifying community resources and handling office tasks in staff absence.
Must be comfortable administering substance abuse screening and breathalyzer tests, and testifying at court hearings.
Minimum Qualifications- Education: Graduation from an accredited high school or possession of a high school equivalency certificate acceptable to the Maryland State Board of Education.
- Experience: None.
Preferred Qualifications
- Demonstrated ability to maintain a professional and effective working environment when engaging with individuals who have backgrounds in the justice system.
- Experience interviewing individuals, gathering information, and documenting findings in case records, reports, or other official documents.
Employees assigned duties with motor vehicles must possess a valid motor vehicle operator’s license in Maryland.
Special Requirements- Must meet selection standards and complete the Maryland Correctional Training Commission Drinking Driver Monitor training during the probationary period.

- Employees in this classification are required to use the Criminal Justice Information System. Conviction for any felony or any misdemeanor incarceration may bar access to the system and be grounds for rejection.
- Employees are subject to call 24 hours a day and must provide a telephone number for contact.
Applications are evaluated against qualifications; successful candidates are ranked Best Qualified, Better Qualified, or Qualified and placed on the eligible list for at least one year.
