The Systems Mapping & Strategy Implementation Senior Program Manager provides strategic leadership, coordination, and implementation support for behavioral health and justice initiatives that strengthen the Maryland Judiciary's response to individuals with behavioral health needs. The incumbent will play a leading role in coordinating implementation of the Judiciary’s statewide behavioral health priorities, supporting systems mapping and strategic planning efforts, providing technical assistance to courts and partner agencies, and promoting collaboration among judicial, executive, legislative, and community stakeholders.
The position entails analyzing emerging trends, identifying opportunities to strengthen cross-system coordination, and developing recommendations, resources, and implementation strategies to advance evidence-based practices, improve access to behavioral health services for court-involved individuals, and support the Judiciary's behavioral health priorities.
Systems Mapping and Strategy ImplementationCoordinate Judiciary participation in statewide and local Sequential Intercept Model (SIM) initiatives by supporting follow-up activities, providing strategic guidance on Judiciary priorities, and assisting local jurisdictions with implementation planning related to court-based behavioral health initiatives.
Coordinate implementation of Judiciary priorities identified through the Behavioral Health Summit and other statewide behavioral health initiatives and monitor progress toward strategic objectives.
Identify service gaps, system barriers, and opportunities for innovation to strengthen behavioral health and justice collaborations.
Provide strategic technical assistance to local jurisdictions and facilitate cross-system planning among courts, behavioral health agencies, justice partners, and community stakeholders.
Develop implementation plans, monitor performance measures, and recommend strategies that improve statewide behavioral health and justice outcomes.
Strategic Support and Cross-System CoordinationSupport the Chief Justice, the Chief Judge of the District Court, the State Court Administrator, the Coordinating Judge for Behavioral Health, and the Director of the Office of Problem‑Solving Courts in advancing statewide behavioral health initiatives.
Serve as a liaison among Judiciary leadership, state and local agencies, legislators, community organizations, and national partners to promote collaboration and communication.
Coordinate strategic initiatives that align Judiciary priorities with broader state behavioral health and justice reform efforts.
Strategic Planning, Implementation Support, and Quality ImprovementAnalyze emerging behavioral health and justice trends, policies, and evidence‑based practices to inform systems mapping, strategic planning, and implementation of Judiciary behavioral health initiatives.
Assist in developing policies, guidance, and resources that strengthen coordination between the Judiciary and behavioral health partners.
Design, monitor, and evaluate quality improvement strategies, implementation activities, and performance measures related to behavioral health initiatives.
Program Management and EducationManage assigned projects, grants, contracts, and professional service agreements, including planning, budgeting, implementation, monitoring, and reporting.
Develop educational resources and provide training and presentations at local, state, and national conferences on systems mapping, behavioral health, and justice initiatives.
Support behavioral health educational programming for the Judicial College and the Office of Problem‑Solving Courts.
