POSITION DUTIESThe Comptroller of Maryland is seeking a detail-oriented and mission-driven EEO Specialist to join the Office of Equity & Transformation's EEO and Fair Practices team. This is an opportunity to play a hands-on role in shaping a fair, respectful, and legally compliant workplace for the agency's statewide workforce. Working under the direction of the Director of EEO Programs, the EEO Specialist manages the full lifecycle of EEO complaints — from informal early-intervention efforts like facilitation and mediation, to serving as lead investigator on formal complaints of discrimination, harassment, retaliation, and workplace bullying in accordance with Federal and State regulations and laws.
The Specialist conducts fact-finding investigations, drafts Reports of Investigation and Agency determinations, and supports preparing position statements in response to charges filed with the EEOC and the Maryland Commission on Civil Rights. Beyond casework, this position reviews recruitment packages and hiring decisions for EEO compliance, helps design and deliver Agency-wide civil rights and anti-harassment training, and provides cross-functional support to the ADA accommodations program.
The Specialist also maintains case tracking data and supports the unit's reporting obligations to state and federal oversight bodies. This role suits someone who is analytical, discreet, and comfortable navigating sensitive interpersonal matters with fairness and professionalism — and who wants their work to have a direct, visible impact on workplace culture across a large state agency.
Please Note:
Occasional evening or weekend work is required to support investigative interviews, agency-wide training delivery, and off-site EEO engagements at agency locations statewide. This position requires travel throughout the State and will be required as needed for investigations, mediations, and training delivery. Telework and flexible schedules are available consistent with agency policy.
Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience:
Five years of administrative staff or professional work.

- Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
- Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
- Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

DESIRED OR PREFERRED QUALIFICATIONS- Advanced degree from an accredited college or university.
- Excellent interpersonal, written, and oral communications skills to communicate effectively with all levels of internal employees, the public, and government elected officials.
- Experience conducting formal workplace investigations, including interviewing witnesses, gathering documentary evidence, and drafting Reports of Investigation.
- Working knowledge of Title VII, the ADA, and Maryland State civil rights and fair employment authorities.
- Experience with early-intervention conflict resolution methods such as mediation, facilitation, or shuttle counseling.
