Position Summary

Responsible for planning, developing, implementing, and overseeing all facets of the Anne Arundel County Public Schools' environmental, occupational health and safety program. Manages and coordinates many of the policies, procedures, programs, training, instructional materials, and related activities affecting the environmental health and safety of students and employees and monitors federal and state regulations to ensure compliance.

Essential Duties/Responsibilities
  • Identifies employee, environmental, occupational safety, and health regulatory requirements and establishes and implements processes to ensure compliance.
  • Assess, develop, implement and manage environmental health safety programs including, but not limited to, chemical storage and usage/hazard communication, confined spaces, fall protection, safe operation of powered industrial trucks and machinery, electrical/arc flash safety, lockout/tag-out, proper ergonomics and safe lifting practices, hazard identification and reporting, respiratory protection, hearing conservation, medical monitoring/surveillance programs, indoor air quality (IAQ), water quality, sustainability, green cleaning, oil and chemical spill control and waste management/recycling including hazardous materials.
  • Maintains compliance with Federal and State legislation and regulations including but not limited to:
    Maryland COMAR, Federal Clean Water and Clean Air Acts, Resources Conservation and Recovery Act, Toxic Substances Control Act, Superfund Amendments Reauthorization Act, and Occupational Safety and Health laws governing:
    Right to Know, Bloodborne Pathogens, Confined Space Entry, Fall Protection, Electrical Equipment Lock Out/Tag Out, Hearing Conservation and Respiratory Protection.
  • Routinely conducts inspections of school facilities and grounds to identify existing or potential injury and/or health hazards; develops and recommends corrective action against known and identified hazards; assists with implementing corrective actions; maintains accurate inspection records including follow-up communications with departments to verify recommended corrective action has been taken.
  • Develops, coordinates, collaborates with, and procures environmental health and occupational safety training programs; conducts training that outlines preventative measures and produces positive reduction in the number and severity of accidents; maintains accurate training records; schedules training to maintain necessary certifications without lapses.
  • Participates in, organizes, advises and provides environmental health and safety expertise to regularly scheduled safety committee meetings to identify and prioritize safety hazards and needs, to plan and coordinate corrective or enhancement efforts, and to increase overall environmental health and safety awareness.
  • Collaborates with Facilities’ Planning, Design and Construction, Maintenance, Operations and Logistics, and school architects and engineers to develop proper construction standards to facilitate a safe work and instruction environment for new school construction, school additions, renovations, and revitalizations.
  • Serves as liaison, and coordinates with, all environmental and occupational health and safety related agencies for the City of Annapolis, Anne Arundel County, Anne Arundel County Health Department, Fort Meade, the State of Maryland, and Federal agencies.
  • Works with various school community organizations such as the PTA, PTO, Booster, or related groups to promote the school system’s overall environmental health and safety program as requested.
  • Investigates accidents or incidents involving fire, employee and student injuries, unsafe conditions, vehicular collisions and non-compliance issues to identify the cause and associated hazard. Develops strategies to reduce and prevent future occurrences.
  • Performs other related duties as assigned within the same classification or lower.
Minimum Qualifications Education
  • Bachelor's Degree in Specialization in Safety Engineering, Environmental Sciences, Occupational Safety and Health or applicable field of education from a regionally accredited college or university required;
