Main Purpose of Job
In order for RICA Baltimore to maintain a family driven, youth guided program, this position will work with RICA Baltimore’s Human Resources Director to provide all necessary personnel services to the employees of this facility in conformance with Department of Budget and Management’s rules and regulations, State Merit System Laws and MDH rules and regulations. The PA role is a generalist position that completes tasks and functions related to hires, separations, compensation changes, reclassifications, payroll & timekeeping, health benefits, etc.
This position will carry out responsibilities in the following functional areas:
Customer service, records management, filing, using a multi‑line phone system, answering basic human resources inquiries such as FMLA, benefits and compensation, OSHA Compliance/Workers compensation coordination, license, and competency tracking, as well as providing a variety of other secretarial duties as assigned.

Education
:
Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience
:
One year of general clerical or administrative support experience, at least six months must have been paraprofessional personnel experience involving the application of personnel procedures, policies, rules, and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel‑related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Candidates may substitute U.S. Armed Forces military service experience as a non‑commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year‑for‑year basis for the required experience.
Preferred Qualifications
- Experience working in Human Resources.
- Experience working with an HRIS system.
- Experience with Microsoft and Google applications.
