Essential Job FunctionsThis position performs management-level human resources work with managerial responsibility for all aspects of the Human Resource Information System (HRIS) for the Maryland Judiciary, Human Resources Division (JHRD) and reports directly to the Deputy Director of Human Resources. This position is responsible for the administration, maintenance, optimization, and strategic support of the organization's HRIS, including oversight of the current HRIS platform and coordination of a future HR system implementation.
The HRIS Manager performing duties such as, but not limited to managing and maintaining the HRIS system to ensure accuracy of data and integrity of employee personally identifiable information (PII), collaboration with JHRD leadership to analyze data to identify strategically relative development and enhancements to a HRIS system in connection with the strategic initiatives for the Maryland Judiciary. This position ensures effective operations of HR systems and supports ongoing improvement to HR technology, reporting, compliance, and defining business process and roles.
The HRIS Manager partners with leaders within the HR units which includes, Talent Acquisition, Benefits and Compensation, Payroll Operations, Employee Relations and Compliance, and Judicial Services & Information Privacy. The HRIS Manager partners with Judicial Information Systems, and organization leadership to ensure the alignment of the strategic initiatives through the operational efficiency of the HRIS. This position manages a staff of HR professionals, to include a HRIS Supervisor and two additional support positions.
The position is responsible for direct oversight of auditing human resource transactions (new hires, promotions, demotions, salary adjustments, reclassifications, separations, terminations, retirements, etc.); assisting Judiciary leadership and employees with questions related to the HRIS system; managing the quality of data entered and extracted from the HRIS system to ensure its accuracy; ensuring maximum efficient utilization of the HRIS system for the Judiciary;
ensuring user roles within HR, and external access controls within CONNECT if necessary; and primary oversight of the SPS file and CPB files, which transfer employment data to the Central Payroll Bureau and Department of Budget and Management, Employee Benefits Division. This position is the primary contact for Judicial Information Systems regarding updates, testing, issue‑spotting, and development of the CONNECT system.
This position is responsible for the development and implementation of metrics, goals, objectives, and programs for JHRD's HRIS unit; assessment of those metrics, goals, objectives, and programs as it relates to the fulfillment of the Judiciary's and JHRD's overall goals and objectives, including, but not limited to policy development, resolving complex, and sensitive employee problems and program/system issues. This position will also provide added oversight of AI usage for internal procedures for HR.

Responsible for the management of the HRIS system, which includes but is not limited to: ensuring maximum efficient utilization of the HRIS system for the Judiciary; assisting all Judiciary employees with questions related to the HRIS system; trouble‑shooting issues raised by leadership; managing the quality of data entered and extracted from the HRIS system to ensure its accuracy; and, managing the position management function in the system.
