JOB SUMMARY

Serving as a member of the Superintendent's Cabinet, advances the strategic priorities of Anne Arundel County Public Schools by leading the Office of Human Resources, encompassing the Divisions of Employee Relations, Human Capital Management, Human Resources Operations, Investigations & Compliance, Project Management, and Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA), and Title IX Compliance. Oversees the development, implementation, and continuous improvement of Office priorities, ensuring a focus on equity, innovation, and measurable outcomes that support student and staff success.

Ensures system priorities are effectively executed through strategic planning, resource alignment, and performance management and directs cross-functional initiatives grounded in the AACPS vision, mission, and core beliefs to foster safe, joyful learning environments.

ESSENTIAL DUTIES/RESPONSIBILITIES
  • Leads the development and execution of priorities for the Office of Human Resources, establishing clear goals, success measures, and accountability structures aligned with the AACPS Strategic Plan, Board policies, and Superintendent direction.
  • Provides executive leadership for a comprehensive workforce strategy, including recruitment, hiring, retention, employee engagement, workforce planning, and educator licensure, ensuring the system attracts, develops, and retains a high-quality and diverse workforce aligned to organizational needs and strategic priorities.
  • Oversees the effective delivery of core Human Resources operations, including payroll, benefits, records management, and HR information systems, ensuring the accuracy, integrity, and reliability of employee data and services that support staff and system operations.
  • Directs the administration of employee relations functions, including contract interpretation, grievance processes, employee concerns, and workplace investigations, ensuring consistent and equitable application of negotiated agreements, policies, and procedures while supporting school and central office leaders in addressing complex personnel matters and fostering fair and respectful work environments.
  • Ensures the effectiveness of systems for monitoring and addressing employee conduct, compliance, and organizational risk, including oversight of investigations, EEO/ADA processes, and related functions, while maintaining the integrity and confidentiality of Human Resources records and communications.
  • Leverages data, research, and evidence-informed practices to evaluate outcomes, identify gaps, and inform decision-making and continuous improvement across Office priorities and initiatives.
  • Directs the strategic use of resources, including budget development, resource allocation, and fiscal management, ensuring alignment with priorities and responsible stewardship; oversees preparation of the Office budget and provides input on capital and operating budget planning for submission to the Superintendent and Board of Education.
