Position: SUPERVISORY IT SPECIALIST with Security Clearance
Duties
* You will serve as the Product Owner and Manager of Learning Ecosystem, encompassing the Learning Management System (LMS), Student Information System (SIS), data warehouses, reporting tools, student portals, and data exchange integrations.
* You will direct the research, design, development, testing, and continuous innovation of the learning ecosystem, with a strong emphasis on best-in-class Commercial Off-The-Shelf (COTS) and Software as a Service (SaaS) technology.
* You will provide expert technical direction and oversight to project managers, engineers, IT professionals, and contracted business support staff to ensure projects are executed on schedule and within fiscal constraints.
* You will maintain deep expertise in current and emerging distance learning technologies, including mobile platforms, Massive Open Online Courses (MOOCs), Competency-Based Education (CBE), and asynchronous learning modalities.
* You will direct the preparation of critical program documentation for systems engineering and acquisition and advise USNCC leadership on technology trends and policies impacting the ecosystem.
* You will ensure all systems compliance and adherence to organizational requirements, including FedRAMP approvals, IT regulations, records administration, in performing job duties.
* You will provide full technical and administrative supervision of team members. Requirements Conditions of employment

* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR .
* This is a Cyberspace Workforce position, work role code 801, proficiency level intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. Qualifications Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
