Position Overview
The Maryland Aviation Administration (MAA) seeks a Purchasing/Materials Manager (DOT Procurement Manager I) to oversee procurement of commodities, special equipment, capital equipment vehicles, information technology, acoustical services, and small procurements for the Baltimore/Washington International Thurgood Marshall Airport and other state airports. The role includes managing the MAA warehouse, inventory, and agency procurement reporting.
Responsibilities- Manage all aspects of the procurement process supporting the administration’s capital, operating budget, and major IT projects.
- Develop, solicit, evaluate, negotiate, and award services, maintenance, acoustical, specialized equipment, information technology, commodities, vehicles, capital equipment, and small procurements for BWI Marshall, Martin State Airports, and other state airports, ensuring compliance with federal and state procurement laws, regulations, policies, procedures, BPW advisories, MDOT, MAA, and Comptroller policies.
- Manage the Corporate Credit Card Process.
- Make independent procurement decisions requiring high discretion and judgment with potential legal and programmatic significance.
- Oversee and manage the MAA warehouse, including inventory management and agency procurement reporting.
Minimum Qualifications:
Education: A bachelor’s degree from an accredited college or university.
Experience: Four years of professional public sector procurement or private sector contracting experience, including soliciting, evaluating, negotiating, and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor briefings, monitoring contract performance, e‑procurement management, and professional certification or procurement business operations.
The ideal candidate will possess:
- Experience with FMIS, ADPICS, EPICS, and automated inventory systems.
- Proficiency with Microsoft Office Suite.
- Exceptional attention to detail.
- Excellent customer service skills.
Employees in this classification may be assigned duties requiring the operation of a motor vehicle and must possess a valid motor vehicle operator’s license in the State of Maryland.
