Main Purpose of JobServes as the Director of the Environmental Review Program (ERP). The position is responsible for directing the work of all personnel engaged in the review of development projects requiring permits from State and Federal agencies as well as projects funded by DNR or located on state parklands. Responsibilities include directing the work of regional reviewers and specialty reviewers. ERP coordinates the environmental review process for the Department, serves as the Department’s single point of contact for all matters relating to project environmental review, and ensures provision of expert and experienced review and comment on key projects that may have environmental consequences affecting the natural resources of the State.
The ERP also coordinates its work with all units throughout the Department as well as work on related projects requiring permits with outside State, federal and local agencies. The project environmental review process serves to afford greater protection of the Chesapeake Bay and tributaries, the landscape, and our living and natural resources from the impacts of development, construction, and project activities statewide.
The position also leads and manages Special Project assignments from the Secretary’s Office and the Division or Unit Director which include various initiatives and policy development efforts on land use issues affecting natural resource conservation, as well as major project management requiring senior management and administration. Also leads and manages policy and procedure determinations for the Department’s review process on State and Federal transportation projects, and planning and supervision for staff level transportation project review.
The Director also leads and manages the Public Lands internal review process to assure consistency with Department policies for all of DNR’s own projects and all other internally and externally proposed projects that are on Park Service managed lands. The position supervises, directs, plans for, and assigns work to a staff of eight (8) that include several Natural Resources Planner positions as well as a Program Manager position, within the Environmental Review Program, who collectively serve as both regional and specialty reviewers to carry out these tasks and responsibilities.
Special project and workgroup management is conducted and led for specific environmental review topics, technical information and recommendation reports based on special assignments from the Secretary’s Office and may include policy development efforts which are associated with and promote the goals and objectives of environmental review for the conservation of natural resources of the State.
The Department of Natural Resources is seeking a Director of the Environmental Review Program (Program Manager III). The successful candidate will lead program strategy and oversee all operational, financial, and personnel functions. The Environmental Review Program reviews approximately 2,000 projects per year for impacts to our natural resources and provides suggested mitigations to protect and conserve those resources. The program speaks on behalf of the Department of Natural Resources to outside State and Federal agencies.
