Position Description
This posting will be used to fill a Full-Time, Permanent, Safety Sensitive, Utility Operations Administrator (Infrastructure) position in Utility Operations in the Department of Public Works.
This is a highly responsible supervisory position involving utility operational or administrative and supervisory work, directing the administration of the County’s complex water distribution and wastewater collection infrastructure systems in the Department of Public Works.
This Utility Administrator position is responsible for planning, organizing, and directing programs and activities of a large water and wastewater infrastructure including specialized maintenance and emergency and planned repair activities associated with water distribution and wastewater collections systems.
Responsibilities also include budget preparation, customer service, heavy equipment management, personnel management, safety compliance and other functions as required.
NATURE AND VARIETY OF WORKWork involves responsibility for planning, organizing and directing the operational programs including capital program improvements and activities of the Bureau of Utility Operations of the Department of Public Works. The Utility Administrator is responsible for the oversight and effective operation of water distribution and sanitary sewer collection systems. In addition, the Utility Administrator interacts with the public, regulatory agencies, other departments, contractors, consultants and elected and appointed officials.
The Utility Administrator manages daily operations through subordinate Utility Superintendents and must be able to physically access various utility infrastructure as required for oversight of construction, maintenance, and repairs.
Employees in this class are responsible for budget development, presentation and execution, policy and procedure development for their assigned area of responsibility. Work includes the completion of required regulatory agency reporting requirements and ensuring compliance with all state, federal and local laws, regulations and policies.
Employees in this class supervise, directly or through subordinate supervisors, up to 100+ employees. Work is performed with considerable independence within established policies and procedures and is reviewed by the Deputy Director, Public Works through conferences or reports.
This position is required to be available twenty‑four hours a day, seven days a week to respond to utility emergencies and other workplace problems which occur outside of the normal business workday. The Utility Operations Administrator is required to tour and inspect existing facilities, facilities under construction and emergency locations as needed.

Develops and executes short and long term plans, organizes, and directs the programs and activities of water collection and sewer collections system maintenance and repair to ensure economical and efficient operation; supervises directly, or through subordinates, a large water distribution and sewer collection systems and the employees engaged in the operation, maintenance, and repair of these systems and related activities.
Directs and maintains the administrative organization of the Infrastructure Division with the Supervisors and employees of each business unit as well as generally overseeing the physical operation of each business unit.
Provides recommendations to the Deputy Director regarding employment, promotion, discipline, succession planning, and separations of employees from job positions. Provides and ensures the proper training of new and existing employees.
