The Anne Arundel County Department of Public Works, Bureau of Waste Management Services, is seeking a highly motivated and experienced Landfill Supervisor to join our team at the Anne Arundel County Millersville Landfill and Resource Recovery Facility. This position plays a key leadership role in overseeing daily landfill operations and customer service standards for County residents. It is a full‑time, permanent, non‑represented, safety‑sensitive position.

AND VARIETY OF WORK

The Landfill Supervisor works primarily independently, both in the office and in the field, under the supervision and direction of the Landfill Manager. The work requires sound ethical judgment and the ability to read, understand, and conform to a wide range of complex regulatory requirements and permits. Knowledge of the methods and best practices for active landfill operations and maintenance of closed areas is required.

The ability to read, understand, follow, and implement engineering plans, construction drawings, and reports is also essential.

An employee in this class is responsible for supervising the work performed by employees and contractors in the collection of curbside solid waste, convenience center operations, community cleanup collections, bulk item collections, landfill construction and operation (including opening and closing of cells, covering disposed materials, grading, erosion and sediment control, slope and terrace work, soil and erosion control, recycling, composting, brush grinding, and other comparable program areas).

The role involves considerable contact with contractors to monitor performance, with citizens to explain procedures and resolve problems, and with employees to supervise their performance.

The complexity of work involves supervising employees, monitoring contractor performance, meeting with citizens to explain policies and resolve problems, writing contract specifications, reading and interpreting engineering drawings, establishing and/or following grades, preparing work schedules, developing work flow procedures, and meeting time schedules. It impacts other solid waste program areas, the quality of services to citizens, and contractor performance. The role requires independent judgment in making decisions on operational issues, enforcing regulations, and resolving customer complaints, and includes site visits, inspection of collection, disposal, landfill, and recycling operations.

The employee is exposed to varying weather conditions, heavy equipment, and hazardous waste materials.

LANDFILL OPERATIONS
  • Assist with managing the daily operations of the active sanitary landfill, closed landfills, and customer recycling area, including brush grinding, in conformance with applicable regulations, permits, engineering drawings, best practices, and established standards.
  • Review construction drawings, establish and check waste placement grades, oversee filling activities, and ensure landfill construction conforms with design plans.
  • Directly supervise up to fifteen (15) employees, establishing daily work schedules, providing clear direction, conducting safety meetings, reviewing and approving time and leave requests, mentoring and training new hires, evaluating and documenting employee performance, providing feedback and counseling, and assisting with hiring.
  • Foster a collaborative, safety‑focused workplace, establishing priorities, monitoring work efforts, developing and implementing solutions to improve teamwork and efficiency, and addressing operational issues.
  • Establish, communicate, and track performance standards; document work efforts and other operational data; maintain accurate records.
  • Ensure operating equipment such as bulldozers, loaders, landfill compactors, horizontal grinders, off‑road trucks, tractors, and excavators are operated and maintained properly.
  • Routinely use computers and software, including Google Workspace (Gmail, Docs, Sheets, Calendar) and Microsoft Suite (Word, Excel).
