The primary objective will be the delivery of all requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. This role will report as a Deputy Program Manager to the DVCO Senior Program Manager.
Position Summary/ResponsibilitiesProgram Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include but are not limited to cultivating customer relationships and intimacy to develop further opportunities within the customer community. Additional responsibilities will include but not be limited to the following:
- Lead thorough risk & opportunity management practices including identification, mitigation, and realization.
- Effectively address customer requirements and incorporate the necessary internal and external organizations.
- Development and adherence to master plans and schedules.
- Ensure program team understands and adheres to contract scope and manages change through control board activities.
- Adherence to all internal processes, policies, and applicable industry standards.
- Manage suppliers to meet program objectives.
- Identify, allocate, and manage program resources, including workforce planning.
- Develop and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
- Establishm and manage program and subordinate baselines.
- Identify, distribute, track, and complete program requirements.
- Review and finalize the program’s Statement of Work.
- Support the establishment of design concepts, criteria, and engineering efforts for product research, development, integration, and test.
- Support the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
- Deliver presentations to customers, executive management, and other program stakeholders.
- Lead and manage measuring and reporting program performance.
- Lead and direct cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectives.
- Bachelor’s degree and 8+ years' experience supporting U.S. Government contracts or project management in other industries, or Master’s degree and 6+ years experience supporting U.S. Government contracts or project management in other industries.
- Ability to travel as required.
- Project and Change Management experience.
- The ability to monitor and control program plans, cost, and schedule baselines that meet both program contractual requirements and stakeholder expectations.
- Experience in identifying and addressing program impacts through systematic, proactive approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.
- Must possess strong organization and interpersonal skills to communicate effectively both verbally and in writing with all levels of management and individual contributors.
