Overview

Under the direction of the Housing and Advocacy Services Director, the Residential Services Manager oversees the daily operations and service delivery of the North and East County domestic violence emergency shelters, Hidden Valley House and Project Safe House. This position provides leadership and supervision to residential staff, supports client assessment and advocacy services, and helps ensure implementation of trauma‑informed and best practice service standards.

The manager coordinates staffing and program operations while maintaining compliance with agency policies, contractual obligations, and regulatory requirements, and fosters collaborative relationships with community partners and stakeholders.

Essential Functions
  • Oversee daily operations for East and North County shelter sites, including facility inspections, maintenance coordination, vendor management, supply inventory, unit turnover, and ensuring communication resources remain operational.
  • Coordinate with landlords, vendors, CCS leadership, and other appropriate parties regarding facility maintenance, repairs, safety concerns, and operational needs.
  • Lead, train, supervise, and support shelter staff across both locations, including case oversight, staff development, scheduling, coverage coordination, performance management, and oversight of holidays, evenings, weekends, and vacation coverage.
  • Coordinate time‑keeping, reimbursements, and related personnel documentation for direct reports in accordance with agency standards and deadlines.
  • Manage and support shelter volunteers, including orientation and assignment of site‑specific duties.
  • Develop and coordinate shelter programming and supportive activities, including children’s activities, support groups, social events, and staff case review sessions.
  • Facilitate bi‑weekly case review and team meetings to support collaboration, resource sharing, problem solving, and quality client care.
  • Complete, review, and maintain accurate program documentation, client records, funder reports, grant‑related data, and staff data entry to ensure compliance with agency and funding requirements.
  • Manage petty cash, gift cards, in‑kind donations, and related documentation, including donor coordination, tracking, and required paperwork.
  • Provide training to staff, volunteers, community partners, and residential staff on sexual assault, intimate partner violence, stalking, housing‑related advocacy, and Crisis Intervention Training requirements.
  • Participate in an after‑hours on‑call leadership rotation to respond to staff needs, crises, emergencies, and safety concerns, including medical emergencies, mental health crises, fires, and flooding.
  • Attend and participate in applicable auxiliary, community, and regional meetings related to residential and advocacy services.
  • Other duties as assigned.
Qualifications Education
  • Bachelor’s degree in social work, counseling, criminal justice, public health, or an equivalent combination of education and related experience.
  • Complete California State‑approved Domestic Violence and Sexual Assault Crisis Intervention Training, complete a minimum of 12 hours of ongoing training per year as required (or must complete upon hire).
Experience
  • Minimum three (3) years of direct services experience with intimate partner violence, sexual assault, housing programs, child abuse issues, family violence intervention, and/or crisis intervention.
Preferred Experience
  • Managing and supporting a domestic violence residential program.
  • Bilingual/Multilingual fluency in one or more languages (oral and written).
  • Developing, maintaining, and strengthening community partnerships and collaborative relationships.
  • Knowledge of residential housing resources and systems such as Continuum of Care (CoC) and homelessness.
