This posting will be used to fill a full-time, Safety Sensitive, Utilities Maintenance & Repair Supervisor position in the Bureau of Utilities in the Department of Public Works Work involves responsibility for planning, organizing, and supervising to include providing support to Sewer Evaluation & Rehabilitation (SER) Division’s Operation and Maintenance Support Group and SER technicians to inspect, evaluate, create and track backlog and completed work.
NATUREAND VARIETY OF WORK
Work includes the daily supervision of personnel, review of inspection forms, creation of work orders to feed a contractor backlog and providing supporting data to others for use in the generation/implementation of an annual operations & maintenance budget to support these activities. Work is performed with considerable independence within established policies, procedures, and regulations, and is reviewed through conferences, inspections, and reports.(

- Manages Field Activities for SER Division.
- Provides direct supervision to technicians.
- Sets priorities for work efforts to meet goals, duties, and responsibilities.
- Participates and provides supporting data for use in strategic planning.
- Generates Collection System Rehabilitation Backlog based on inspections and evaluations performed. Identifies, categorizes, and provides recommendations to Program Specialist for priorities for system defects and routes to appropriate backlog.
- Recommended corrective action either through contractual or in-house forces.
- Review effectiveness chemical root control (CRC) program and move assets from the CRC program and onto a rehab program.
- Managed daily operations of Flow Monitoring Program. Directs and identifies sites where flow monitoring equipment needs to be installed.
- Analyzes and reports data collected. Provide updates and obtains support from Program Specialist as needed.
- Personnel Management of water and sewer SER technicians. Completes performance evaluations. Manages disability leave through goal development and individual and group counseling.
- Counsels, coaches, and when necessary, disciplines employees. Contractor/Customer Problem Resolution for In-House contracts/vendors.
- Sets performance standards with customers’ needs in mind.
- Ensures that customer concerns are resolved quickly and fairly.
- Works with contractors to ensure they present a positive public image.
- Manages daily operation of in-house vendor contracts.
- Schedules work activities, locations, monitors performance, QA/QC inspection, reviews and processes payment invoices, etc.
- Provides support to Program Specialist to create and execute contracts through procurement.
- Performs related duties as required to ensure proper and efficient operation of SER activity.
- Plans, prioritizes, and schedules routine work and upgrades as well as maintenance of equipment.
- Responds to emergency requirements. Estimates the cost of projects in labor and equipment, time and bulk material needs.
- Analyzes training needs and schedules instruction.
- Prepares or supervises the preparation and maintenance of necessary records and reports.
- Performs related work as required.
- Thorough knowledge of the principles and practices applied in SER.
- Thorough knowledge of the principles involved in the maintenance, repair, adjustment, and testing of SER.
- Thorough knowledge of materials required and available for SER.
- Ability to read plans.
- Ability to draw as-builts.
- Ability to plan and supervise the work of specialists engaged in the maintenance and repair of SER.
- Ability to establish and maintain adequate records and reports.
- Ability to establish and maintain effective working relationships with superiors, subordinates, and the public.
- Ability to communicate effectively, orally and in writing.
