Main Purpose Of RoleThe Emergency Management Security Specialist (EMSS) provides operational and programmatic support to the Administrative Office of the Courts (AOC) Security Administration. The position supports departmental operations, emergency management initiatives, continuity of operations planning, and statewide judicial security programs. The incumbent serves as a liaison with judicial leadership, court administrators, law enforcement agencies, and external partners to support the security, safety, and continuity of Judiciary operations statewide.
The incumbent supports the Judiciary’s emergency management, continuity of operations, and preparedness programs, including maintaining COOP plans, continuity systems, and compliance with continuity planning requirements; supports emergency notification systems, continuity management platforms, and emergency response and recovery activities during incidents, emergencies, and continuity events.
Supports the planning, design, coordination, and evaluation of discussion-based and operations-based exercises, including the development of objectives, scenarios, documentation, evaluation criteria, and after-action reporting; supports the integration of organizational priorities, risks, and operational challenges into exercise and preparedness activities; and monitors corrective actions through completion.
Supports the development, delivery, tracking, and evaluation of training programs, including maintaining training records, monitoring compliance with mandatory requirements, identifying training gaps, and coordinating training logistics. Supports the preparation of executive briefings, reports, presentations, and decision-support materials, and coordinates meetings, working groups, and planning sessions involving internal and external stakeholders.
Supports the research, development, review, and maintenance of security, emergency management, continuity, and preparedness policies, procedures, and guidance to ensure alignment with applicable laws, regulations, standards, policies, and best practices related to emergency management, security, and continuity planning. Supports the monitoring of program performance metrics, readiness initiatives, and strategic action items to strengthen organizational resilience and ensure timely completion of key objectives.
Assist with planning, coordinating, and delivering quarterly safety and security awareness campaigns.
Coordinate with subject‑matter experts, law enforcement, emergency management, human resources, and other stakeholders to ensure training content is accurate and relevant. Under the direction of subject‑matter experts, develop training on travel safety, situational awareness, home security, and personal security practices.
Prepare periodic reports for leadership outlining program accomplishments, participation levels, emerging risks, and recommended improvements.
Collaborate with organizational leadership to ensure safety and security messaging supports organizational goals and priorities. Track corrective actions and lessons learned from incidents, exercises, and employee feedback to improve future training efforts.
Perform other duties necessary to support the organization's workplace safety, security, preparedness, and resilience objectives.
