Operates one or more types of heavy motor equipment such as refuse trucks, street sweepers, dump trucks, front-end loaders, backhoes, bulldozers, and earth movers, and performs related work as required. The work requires considerable skill in manipulating heavy motor equipment and constant attention to operational safety to prevent accidents.

Assignments are outlined in detail by supervisors, standard procedures are followed, and work is inspected periodically for safety and economy of operation. This class differs from Equipment Operator I due to the higher degree of skill required and the greater consequences of errors resulting in damage to expensive equipment. An employee in this class may direct helpers as job requirements dictate.

Heavy

Machinery & System Operations
  • Specialized Equipment: Operates backhoes, front-end loaders, mechanical street sweepers, vactor trucks, jet or continuous sewer rodders, leaf trucks, snow plows, asphalt paving machines, street flushers, bulldozers, earth movers, or other comparable heavy equipment.
  • Refuse Collection: Operates refuse trucks and directs assigned helpers during collection routines.
  • Auxiliary Support: Occasionally performs the tasks of a maintenance worker as operational needs require.
Preventive Maintenance & Servicing
  • Routine Equipment Care: Performs daily and weekly lubrication and minor preventive maintenance on assigned equipment.

  • Minor Repairs: Executes minor field repairs and adjustments to maintain equipment functionality and safety.

Knowledge, Skills, and Abilities

  • Equipment Proficiency: Skill in operating heavy motorized equipment safely under all weather conditions.

  • Safety Protocols: Good knowledge of traffic rules, safety regulations, and accident prevention practices.

  • Technical Interpretation: Ability to understand and follow oral and written instructions; ability to read and interpret engineering drawings, particularly utility 1" = 40' scale maps and equipment operating manuals.

  • Equipment Maintenance: Ability to perform minor mechanical repairs and routine adjustments on assigned machinery.

  • Professional Attributes: High degree of dependability and a strong attendance record.

Minimum Qualifications

  • Education: Completion of a standard high school course (or GED equivalency).

  • Experience: Minimum of two (2) years of experience in the operation and maintenance of heavy equipment.

  • Equivalency: Any equivalent combination of experience and training providing the required knowledge, skills, and abilities.

Special Qualifications & Requirements

  • Licensure: Possession of a valid Maryland Class "B" Commercial Driver's License (CDL).

  • Training: Completion of required snow removal training.

  • Availability: Must be available for emergency overtime work and emergency callbacks as required.

  • Drug Screening: Consent to chemical substance screening consistent with mandated Federal, State, and City guidelines, including random drug/alcohol testing.

Physical/Mental Demands:

  • Physical Strength & Agility: Sufficient physical strength to lift and maneuver heavy objects up to 100 lbs. (e.g., heavy tools and equipment), and to climb into and operate large vocational trucks and heavy machinery.

  • Environmental Tolerance: Ability to withstand working outside in all extreme weather conditions year-round.

  • Visual Acuity: Sufficient vision to operate heavy equipment and trucks by both day and night, observe unsafe roadway conditions, and read/write reports, correspondence, and instructions.

  • Hearing & Speaking Ability: Hearing sufficient to understand radio transmissions and phone/in-person conversations; speaking ability sufficient to communicate effectively via radio, phone, or in person.

  • Mental Acuity: Freedom from mental disorders that would interfere with the performance of duties as described.
