Position: Community Service Officer I (CSO I) (PT)

Position Title

Community Services Officer I (PT)

Position Summary

Provide security and patrol services for Anoka Police Department (APD), including at ISD No. 11 Anoka High School, municipal parks, and other assigned areas. Duties include enforcing laws, maintaining order, responding to emergencies, and assisting with investigations.

Hours of Work

Part time. Estimated 24‑30 hrs per week. Open for all shifts.

Responsibilities
  • Patrol premises in squad car or on foot to preserve law and order and enforce all laws and City ordinances.
  • Enforce parking regulations, issue tickets, arrange towing of illegally parked vehicles.
  • Prepare reports covering investigations and assignments.
  • Provide counsel, guidance, and service to students and the public.
  • Respond to distress or emergency calls, administer first aid as appropriate, investigate incidents, maintain order at incidents and crime scenes, call for assistance from APD Patrol when required.
  • Investigate complaints concerning violations, interview witnesses and suspects, collect and preserve evidence.
  • Assist licensed Peace Officers with custodial arrests and searches of persons suspected of possessing contraband.
  • Enforce parking laws and issue appropriate warnings; refer traffic violators to licensed Peace Officers.
  • Assist in management and maintenance of the animal containment facility, as directed.
  • Assist in managing the property/evidence room, as directed.
Position Expectations/Requirements
  • Meet all requirements for Security Officer position and complete Field Training Program.
  • Knowledge of State, Federal laws, City ordinances, traffic laws, and security service regulations.
  • Knowledge of evidence rules, search and seizure, and court admissibility.
  • Maintain First Aid & CPR training and capability to respond promptly in emergencies.
  • Understand and carry out oral and written instructions, prepare reports.
  • Communicate clearly and effectively, especially under stress.
  • Maintain courteous, tactful, firm, businesslike manner with public.
  • Demonstrate desired standards of personal appearance and conduct.
  • Use Police equipment safely and skillfully.
  • Work nights, weekends, holidays and on short notice.
  • Provide honest, admissible court testimony.
  • Create a favorable image of the City in contacts with public, elected officials, and organizations.
  • Exercise initiative, discretion, and independent judgment in matters of low significance.
  • Keep Police Chief and supervisors informed of developments.
  • Perform other duties as assigned.
Qualifications / Prerequisites
  • High school diploma or equivalent.
  • Minimum age 18 years.
  • Unrestricted Driver’s License with satisfactory driving record.
  • Previous employment experience dealing with the public.
  • Graduated from or enrolled in a law enforcement program, or related experience; military service may substitute.
  • Standard background check – no prior adverse criminal record or police contact.
  • Pre‑employment physical and alcohol/drug screen.
  • Medical evaluation authorized for the job.
  • Ability to perform strenuous duties and use sound judgment in emergencies.
  • Ability to restrain individuals when needed.
  • Ability to perform rescue and emergency duties.
  • Performance and attendance record in previous jobs meets standard ratings and attendance.
Additional Factors Considered
  • Active certification in First Aid.
  • Active certification in CPR.
  • Experience dealing with mentally impaired individuals.
  • Experience dealing with intoxicated individuals.
  • Experience in a security related position with a law enforcement agency.
