Position Overview
Assist in directing and coordinating the non‑judicial activities of the city court. Support the Court Administrator and presiding Judge with planning, directing, supervising, and overseeing operations of the Municipal Court’s non‑judicial functions. Provide high‑level administrative and operational support to the Court Administrator.
Essential Duties- Provide senior‑level administrative and managerial support to the Court Administrator, assisting with policy development, compliance, budgeting, technology planning, procurement, and court‑wide training initiatives.
- Execute high‑level initiatives for the Court Administrator, overseeing specialized operational areas to ensure efficient performance, quality service, and alignment with court goals and legal requirements.
- Develop and carry out the department’s work plan by organizing and assigning projects and programs across court divisions; monitor workflows and procedures, evaluate best practices, and conduct operational reviews to recommend improvements that increase efficiency, consistency, accountability, and service quality.
- Act as the court’s training coordinator by developing and updating policies and procedures, delivering staff training on court operations and legislative changes, and maintaining system references; coordinate COJET and other required education, ensure mandated training credits are completed, and manage training records and documentation.
- Develop and perform regular audits of court operations and case workflows to ensure quality and best‑practice compliance; maintain audit processes for departments and employees, including new hires, monitor adherence to Arizona Supreme Court time standards, and recommend corrective actions when issues are found.
- Serve as the court’s case‑management system liaison by coordinating with stakeholders on system updates and functionality, training staff on changes, and ensuring consistent system use aligned with court policy, best practices, and reporting requirements.
- Act on behalf of the Court Administrator as delegated, exercising independent judgment to ensure continuity of operations and timely resolution of operational, personnel, and administrative matters.
- Support the City’s policies, goals, and objectives and work with management and other staff to ethically achieve such goals and objectives.
Graduation from a college or university accredited by a U.S. Secretary of Education or CHEA‑recognized agency with a Bachelor’s degree, and three (3) years of paid full‑time court experience in legal, public, government, or court administration with two (2) years in a supervisory capacity, OR an equivalent combination of education and experience.
Supplemental Information Knowledge- City and department procedures, policies, and guidelines; city code;
Fair Debt Collection Practices Act; municipal court practices and procedures; legal and court‑related terminology, complex principles and practices of municipal court operations. - Municipal court accounting systems and procedures, bookkeeping principles, automated criminal justice and financial software systems.
- Theories, principles, and practices of effective leadership, supervision, and training.
- Establishing and maintaining cooperative working relationships with patrons, coworkers and others encountered in the course of work, and communicating in a clear and concise manner.
- Operating a personal computer utilizing standard software such as Microsoft Office and some specialized software; operating standard office equipment; proficient typing and data entry; accurate cash handling and money management.
- Assessing and prioritizing multiple tasks and demands; maintaining composure while working with irate or difficult individuals; working effectively under stress; meeting deadlines.
Candidates who are selected for appointment may be fingerprinted (if 18 or older), successfully complete a background investigation, employment verification, and may be subject to a drug/alcohol test. Candidates who are appointed must possess a valid driver’s license to operate a vehicle in Arizona or meet the transportation needs of the position. Preferred certifications include Arizona Court Manager (ACM), Arizona Court Executive (ACE), Certified Court Manager (CCM), Certified Court Executive (CCE), or Institute of Court Management Fellow Certifications.
PhysicalDemands and Work Environment
Work is performed in a standard office environment with frequent sitting and continuous operation of a personal computer. The position may require a full range of motion with lifting and/or carrying items weighing up to 25 pounds.
