Position Overview

Positions assigned to this class perform quality assurance inspections on all phases of construction of Public Works projects to ensure compliance with plans, standards, specifications, codes, permits, and ordinances. Serves as field resource for both City staff and contractors.

Essential Duties
  • Performs field inspections of construction improvements for compliance with plans, standards, specifications, regulations, permits, city codes, and ordinances; inspects, approves and/or rejects all phases of construction.
  • Monitors contractor schedules to ensure milestones are met and resolves potential problems.
  • Ensures proper signage, barricading, and construction is according to plans.
  • Enforces City ordinances, policies, procedures, and guidelines associated with on‑site and off‑site improvements.
  • Reviews and evaluates requests for information, third‑party material testing, change orders, and pay applications for accuracy.
  • Coordinates work with City departments and other agencies, attends construction and project‑related meetings with other agencies, contractors, and utility companies, and may coordinate and assist contractors with field problems and possible plan revisions.
  • Reads and reviews project construction documents and structural specifications for system and material requirements.
  • Confer with supervisor to determine project details, such as plan preparation, acceptance testing, and evaluation of field conditions.
  • Prepares reports and documents project activities and data, scans field division files, plans, and records.
  • Processes right‑of‑way encroachment permits; tabulates payments for permits; posts inspection results; verifies permits, licenses, and insurance certificates.
  • May review and approve traffic control plans; ensures compliance with Manual on Uniform Traffic Control Devices (MUTCD) regulations, inspects temporary traffic control, road closures, and restrictions.
  • May conduct citywide inspections and complete reports for the City’s stormwater management plan.
  • May collect geographic information systems (GIS) data for use by City GIS staff.
  • Supports the City’s policies, goals, and objectives and works with management and other staff to ethically achieve such goals and objectives; ensures compliance with safety procedures.
Minimum Qualifications

Education and Experience:

Graduated from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with an associate degree in civil engineering, civil engineering technology, or a closely related field, OR an equivalent combination of education and experience.

Knowledge
  • City and Department procedures, policies, and guidelines;
    City Code;
    City ordinances.
  • City Engineering Standards;
    Manual on Uniform Traffic Control Devices (MUTCD);
    Maricopa Association of Governments (MAG) standards and specifications;
    Arizona Department of Transportation (ADOT) standards and specifications.
Skills
  • Reading construction‑related documents such as maps, plans, cost estimates, and specifications.
  • Establishing and maintaining cooperative working relationships with contractors, coworkers, and other individuals in contact during the course of work.
  • Communicating clearly and concisely; following instructions; working with little or no direct supervision.
  • Operating a personal computer utilizing standard software such as Microsoft Office and specialized software and standard office equipment.
Pre‑employment Requirements

Candidates who are selected for appointment may be required to be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification, and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver’s license to operate a vehicle in Arizona, or meet the transportation needs of the position.

Physical

Demands and Work Environment

Field work is performed in an outdoor environment and will require the operation of a vehicle. May be required to perform a full range of motion with lifting and/or carrying items weighing up to 50 pounds. Some work is performed in a standard office environment. May require frequent sitting and continuous operation of a personal computer.
