WHAT YOU WILL BE DOING:

An employee in this position performs complex managerial and administrative law enforcement work in the coordination, planning, review and supervision of their assigned squad(s) or unit(s). Work involves investigating complaints from citizens concerning police department policies and or officer conduct; problem‑solving with Police Sergeants who direct squad or unit programs and activities; assuring quality control and researching new and revised policies and procedures;

coaching, mentoring, and counseling supervisors and officers for performance. Assures the maintenance of a variety of departmental records; and assists and/or acts on behalf of a Captain, Deputy Chief, and/or Police Chief in researching and implementing improvements in departmental services. The employee is subject to hazards in law enforcement work including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as dangerous persons, loud noises, and/or hazardous spills with fumes, oils, gases or flammable liquids.

Law enforcement duties are also subject to the final standards of OSHA on blood borne pathogens.

This position reports to the Police Captain. Supervision is exercised over subordinate personnel.

A SAMPLE OF THE ESSENTIALS:
  • Conducts research to enhance services, assess effectiveness, and develops operational procedures; communicates revisions and ensures implementation.
  • Investigates general and officer complaints, conducts internal affairs investigations, and recommends actions, including disciplinary measures.
  • Reviews and approves reports, investigations, and provides case management oversight; assigns cases to investigative teams and coordinates information between divisions, sections and units.
  • Supervises assigned division, section or unit in the absence of the Police Captain, handling weekly timesheets, payroll, personnel administration, and scheduling.
  • Prepares incident action plans for special events, ensuring law enforcement services meet event needs; coordinates special projects.
  • Reviews police reports for accuracy and completeness, analyzes trends, and addresses staffing levels, calling in off‑duty personnel as necessary.
  • Responds to major incidents during the tour of duty, evaluating staffing needs and acting as Incident Commander; collaborates with other departments and serves as a media liaison.
  • Scans and analyzes quality of life concerns, recommends resolutions, assesses results, and reports to authorities; plans and develops community outreach programs.
  • Participates in investigations as needed, ensuring physical fitness, agility, regular attendance, and compliance with firing range qualifications.
  • Manages equipment inspections, serves as a liaison with law enforcement agencies, appears at court for testimony, and oversees assignments within the team, including ground team, overwatch, tactical medic, K‑9 handlers, and Crisis Negotiation Team (CNT).
  • Performs related tasks as required.
WHAT YOU'LL NEED:

Associate's Degree or equivalent completed college units OR actively enrolled in an Associate's or Bachelor's Degree program at an accredited college and capable of obtaining the Associate's Degree or equivalent units within 18 months of appointment or an equivalent combination of education and experience.

Minimum of five (5) years of policing experience in a municipal policing agency or equivalent.

Minimum of one (1) year of policing experience at a supervisory and/or management level (typically Sergeant or above), or an equivalent combination of education and experience.

Qualifications:
  • Valid North Carolina Driver's License
  • Completion of minimum requirements established by the North Carolina Justice Training and Standards Commission for certified law enforcement officers with prospects of successfully completing the entire certification process within one year of certification.
