Position Purpose

In collaboration with Department staff and under the leadership of the Director, supports and guides supervisors for the District's nonrenewal and termination functions for both Chapter 21 and at-will employees throughout the school year. Manages and facilitates employee grievances according to Board policy. Serves as the lead team member to reflects with and provide recommendations to supervisors for at-will, nonexempt employee performance management, progressive discipline, and termination recommendations.

Conducts Title IX and Board Policy DIA misconduct investigations as assigned by the Department.

ESSENTIAL JOB FUNCTIONSTitle IX Compliance Management

Collaborates with District staff to communicate and promote District expectations for maintaining a positive, ethical, and inclusive culture and climate in all District facilitates, activities, and sponsored events to ensure a professional work and learning environment compliant with Title IX law and relevant Board policies.

Has a working knowledge of and can guide District supervisors and staff in the appropriate case intake, investigation, and response to Title IX and Board Policy DIA Complaints.

Conducts Board Policy DIA misconduct investigations as assigned.

Grievance Management

Supports hearing officers to follow timelines specified in Board policies related to complaints including adhering to hearing officer's response deadlines; secures and documents response deadline extensions with the employee, or employee's representative, when appropriate.

Participates actively in the grievance/complaint process by assisting with research related to formal grievances and attending assigned grievance hearings representing the District when needed.

Consults with District staff to direct complaints to appropriate departments for investigation as needed in conjunction with, regardless to, DGBA, DCD, and DIA complaints filed in Employee Services.

Collaborates with department staff to maintain full and complete records of all relevant documents to maintain a complete grievance record, including exhibits from the complainant and documents, evidence reviewed by assigned hearing officers.

Participates in the development and delivery of trainings for District supervisors regarding disciplinary documentation, performance management, and employment action recommendations.

Administrative Services

Distributes District notices to employees for whom the District has notified TEA of allegations of misconduct resulting in separation of employment.

Facilitates District actions related to suspensions without pay, notifications of intention to separate employment, and involuntary separation communications and related District internal processes.

In collaboration with OES Department staff, collaborates with District supervisors to support and review recommendations for the District's annual contract nonrenewal and termination process for Chapter 21 employees.

Provides guidance to Department support staff when reviewing and submitting initial documents in response to a Texas Workforce Commission unemployment benefits application.

Reviews and provides recommendations for progressive discipline documents to supervisors following and referencing Board policy, the district Performance Management Manual, and Employee Handbook.

Provides the initial recommended additions and amendments for changes to the annual District Performance Management Manual in collaboration with Department staff.

Collaborates with OES staff to review and recommend action on at-will employee job abandonment.

Professional Growth

Researches, plans, and implements best practices related to primary duties and responsibilities.

Participates in appropriate professional learning activities; summarizes and recommends changes in District practices, procedures, and policies based upon learning at professional development activities.
