Position Purpose

Directs and manages daily payroll activities of the district. Ensures that payroll is delivered in compliance with applicable state and federal laws and regulations and in a timely manner.

ESSENTIAL JOB FUNCTIONS Payroll
  • Directs and controls payroll preparation and production, including regular, special, and supplemental payrolls. Ensures adherence to standards and procedures, and takes steps to correct problems, delays, and inaccuracies.
  • Develops and implements payroll procedures to ensure timely processing of payroll and the applicable payment of all benefits and payroll deductions.
  • Develops and enters payroll calendars to define pay periods and paydays.
  • Ensures accuracy of payroll data input and calculations, balancing each payroll prior to check disbursement.
  • Controls payment of all liabilities generated through payroll, including taxes, Teacher Retirement System (TRS) deposits, insurance.
  • Coordinates payroll operations with other accounting and data processing units, confers with other administrative and technical staff regarding changes and new systems, and participates in developing, implementing, and testing procedures.
  • Plans, coordinates and executes payroll projects and initiatives.
  • Processes and resolves direct deposit and other banking interactions.
Administration
  • Interfaces with administrators, principals, directors, and staff regarding payroll-related issues. Assists with the equitable resolution of complaints, concerns, and problems in the area of payroll.
  • Works cooperatively with human resources and business services to process hiring, leave, terminations, and other employment-related issues.
  • Compiles, maintains, and files all reports, records, and other documents required including auditable records.
Safety
  • Ensures staff performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
  • Ensures staff follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
  • Ensures staff corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.
Supervisory Responsibilities
  • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

  • Knowledge of payroll accounting and auditing principles.
  • Knowledge of applicable federal and state laws regarding education and students.
  • Skill at the advanced level, working with Microsoft Office 365 (Outlook, Excel, and Word).
  • Skill in performing mathematical and statistical calculations with accuracy.
  • Skill in data entry with minimal errors, including operating 10-key and keyboard.
  • Skill in organizing, analyzing, and summarizing complex data.
  • Skill in monitoring/assessing the performance of self, other individuals, or organizations to make improvements or take corrective action.
