The Compliance Engineer will provide technical, field, and analytical compliance assurance for a major semiconductor manufacturing facility. The position will independently assess whether contractors, project management, and other applicable project stakeholders are implementing applicable federal, contractual, workforce, and project compliance requirements. This position will bridge the gap between written compliance requirements and actual construction execution, providing field verification, technical assessment, evidence validation, risk identification, and corrective-action support.
This position is an owner-side assurance role and will work closely with Construction, Project Controls, Contracts, Procurement, Engineering, the Construction Manager, General Contractor, and subcontractors.
Here’s What You’ll Be Responsible For:
- Compliance Assurance: Involvesreviewingapplicablefederal,contractual,andprojectrequirements,translatingthoserequirementsintopracticalverificationcriteria,performingcomplianceassessmentsofcontractorsandprojectexecution,identifyingdeficienciesandpotentialnon‑compliance,evaluatingtheseverityandpotentialimpactofidentifiedissues,recommendingcorrectiveactions,andverifyingtheimplementationandeffectivenessofthosecorrectiveactions.
- Field Compliance: Involvesconductingfield‑basedassessmentsthatcoverallapplicableprojectrequirements,includingcontractorcompliance,workforceandlaborrequirements,construction documentation,requiredpostingsandrecords,contractual obligations,complianceevidence,and project‑executionpractices,whilealsoensuringtheaccuracyofdocumentation.
- Laborforceand Construction Oversight : EntailsassessingtheeffectivenessofcontractorcomplianceprogramsbyreviewingCM/GCcompliancesystems,subcontractorcompliance,compliance reports,contractorrecords,corrective actions,workforcedocumentation,certified‑payrolldocumentationwhereapplicable,compliance training,andinternalcontractoraudits.
- Technical Compliance Analysis : Evaluatestechnicalinformationtodeterminepotentialcomplianceimpactsassociatedwithdesign,construction,scope,procurement,contractor,schedule,material,and project‑executionstrategychanges.
- Compliance Risk: Maintaintheassignedportionsofthe Compliance Risk Registerandcontinuouslyidentifyemergingcompliancerisks ,contractorperformancerisks,documentationgaps,regulatoryrisks,workforcerisks,auditrisks,andcontractualcompliancerisks.
- Audits&Assessments: Planningandconductingcontractorcomplianceassessments,fieldaudits,documentationaudits,targetedcompliancereviews,corrective‑actionverification,andsubsequentfollow‑up assessments.

Required Qualifications
- Bachelor’sdegreein
Engineering,Construction Management,Architecture,Business,Compliance,orrelateddiscipline. - 5+yearsofexperienceinconstruction,engineering,compliance,quality,project controls,orrelatedfield.
- Experienceworkingonlarge-scaleconstructionprojects.
- Abilitytointerpretconstructioncontracts,specifications,drawings,procedures,andregulatoryrequirements.
- Stronganalyticalandinvestigativeskills.
- Abilitytoconductfieldassessmentsanddocumentfindings.
- Strongwrittenandverbalcommunicationskills.
- Abilitytoworkeffectivelywithcontractors,engineers,construction managers,andprojectleadership.
- Proficiency with Microsoft Officeandproject /documentmanagementsystems.
- Experiencewithsemiconductormanufacturingconstruction.
