Position: Railcar & Utility Appraiser (PAS4)

Responsibilities

  • Planning, coordinating, appraising, reporting, apportioning, and defending personal property valuations of inter‑county private railcars, including developing, updating and publishing annual reports online for private railcar companies.
  • Assisting other appraisers in completing appraisals of utility company properties in the electric, gas distribution, pipeline, railroad, airplane, or telephone industries.
  • Working with key utility databases and systems to ensure accurate records are stored and generated.
  • Engaging in training and research to continuously improve expertise in assigned industry or industries.
Qualifications

Knowledge

  • Demonstrated knowledge of basic property appraisal principles, particularly as they relate to valuing real and personal property, supported by experience preparing valuation reports or performing similar analytical work governed by statute or rule.
  • Proven knowledge analyzing financial documents and other data sources to determine values, substantiated through experience reconciling valuation inputs and producing defensible appraisal conclusions.
  • Demonstrated knowledge of database systems and reporting tools used to aggregate, input, and analyze large datasets, including maintaining accurate records established through work performing data reconciliation in accordance with department or state standards and legal requirements.
  • Proven knowledge of various appraisal approach methodologies and educational materials, including cost, income, and market approaches—supported by experience preparing valuation reports, conducting personal or utility property appraisals, or performing similar analytical work governed by statute or rule.

Skills

  • Demonstrated experience researching, investigating, validating, reconciling, and analyzing data from multiple sources, demonstrated through work maintaining databases, performing quality assurance checks, and ensuring accuracy of records used for assessment or valuation.
  • Demonstrated proficiency using Microsoft Excel and related analytical tools to conduct analysis, reporting, and resolve intricate issues related to data reporting systems and Excel spreadsheets, utilizing problem‑solving techniques and data validation, as evidenced through professional experience requiring advanced spreadsheet use.
  • Proven skill to identify deficiencies in technical program administration, shown through analyzing workflows and processes, and providing solutions and recommendations.
  • Demonstrated skill to present and defend valuation studies shown through experience communicating to an audience while adjusting tone and language to effectively engage taxpayers and varying audiences.

  • Demonstrated ability to represent the agency with professionalism and integrity, showing experience handling confidential information appropriately, participating in consultations or appeals, or delivering clear and accurate information to internal and external stakeholders.
  • Proven ability to communicate complex technical information clearly and professionally, indicated through experience preparing written reports, presenting valuation findings, responding to stakeholder inquiries, or explaining technical content to varying audiences.
  • Demonstrated ability to build and maintain effective working relationships with colleagues, taxpayers, consultants, county officials, and other partners, as indicated through experience collaborating in professional environments requiring diplomacy, clarity, and customer service.
  • Demonstrated ability to self‑identify, manage, and adapt to evolving requirements with strict deadlines, supported by experience managing high‑volume assignments, meeting legal or regulatory timelines, assisting other utility appraisers, while producing accurate deliverables and shifting program needs with limited supervision.
  • Proven ability to manage and analyze complex data sets, developing insights, with experience communicating findings to support informed decision‑making and enhancing program outcomes.
