Job Description Summary

The Manager – Grants and Institutional Compliance leads the college’s grant development, submission, and administration while overseeing key institutional compliance processes including Perkins grant planning, affirmative action planning, and Institutional Review Board (IRB) administration. The role integrates external funding strategy with federal and state compliance requirements and coordinates activities across multiple campus units to ensure timely and compliant execution.

Essential Functions and Responsibilities
  • Grants Strategy, Development, and Administration
    • Lead the full lifecycle of grant development: research, opportunity identification, proposal drafting, submission, and post‑award reporting.
    • Interpret funding guidelines and align proposals with grant requirements, institutional priorities, and strategic objectives.
    • Convene and lead cross‑functional grant proposal teams; coordinate budget development with college teams.
    • Maintain grant management systems, track awards, and prepare monthly and annual grant reports for the Board of Trustees.
    • Manage relationships with funding agencies, external partners, and represent the College in grant‑related collaborations.
  • Perkins Grant Planning and Management
    • Plan, develop, and submit college’s Perkins grant, ensuring alignment with the Comprehensive Local Needs Assessment (CLNA) and strategic priorities.
    • Collaborate with Student Services and other units to integrate program activities into the Perkins plan.
    • Provide grant writing, documentation, and submission support; monitor timelines and submission requirements.
    • Identify risks related to timelines or data availability and elevate concerns as needed.
  • Affirmative Action and Civil Rights Compliance
    • Plan, coordinate, and execute the college’s affirmative action planning and reporting processes.
    • Establish timelines, facilitate cross‑functional engagement, and ensure completion of required deliverables.
    • Support the development and implementation of affirmative action plans with HR and Access and Community Engagement.
    • Utilize institutional compliance data to inform planning, monitor progress, and identify improvement areas.
  • Institutional Review Board (IRB) Administration
    • Oversee the administration and coordination of IRB processes and research requests.
    • Manage intake, documentation, and review workflows; maintain accurate records of research determinations.
    • Ensure adherence to established IRB procedures and documentation standards.
  • Compliance Process Execution and Institutional Alignment
    • Lead assigned compliance‑related processes, ensuring timely completion of deliverables.
    • Coordinate environmental scanning reports and apply data from Institutional Compliance Reporting to grant and compliance activities.
    • Synchronize grant activities, Perkins planning, and institutional priorities; monitor progress across concurrent work streams.
    • Maintain visibility of key deadlines, regulatory requirements, and escalating conflicts as needed.
  • Accountability and Decision‑Making Authority
    • Accountable for successful grant development, submission, and administration.
    • Responsible for planning and executing Perkins and affirmative action processes.
    • Identify, manage, and elevate risks related to timelines, deliverables, and compliance requirements.
Minimum Qualifications
  • Bachelor’s degree in Education Administration, Public Administration, Business Administration, or related field;
    Master’s degree preferred.
  • Five years of related experience in grant planning, writing, and technical/report generation systems.
  • Knowledge of the WTCS grants process and Workday system desirable.
  • Human Subject Research Certification required.
  • Demonstrated ability to coordinate cross‑functional teams, manage multiple concurrent projects, and influence stakeholders.

Physical Requirements

Work will be conducted in a hybrid setting, with on‑site duties at the Appleton campus and virtual tasks.
