PUBLIC WORKS OPERATIONS SUPERVISOR - FIELD MAINTENANCE

PW Supervisor - Field Maint.

This position supervises and coordinates daily assignments given to work crews engaged in roadway maintenance, repair and construction, snow removal operations, storm water drainage system maintenance, sanitary sewer system maintenance, water distribution system maintenance, special event coordination, and any other maintenance work on related city-owned infrastructure. This position performs field supervisory work involving the scheduling, evaluating, and prioritizing of daily tasks, on-going projects, and emergency repairs/reconstruction jobs for the Department of Public Works Operations.

• Supervise Daily Operations:
  Supervise the planning and scheduling of work tasks and equipment assignments for daily operations. Supervise and instruct employees in the safe and correct work methods and procedures for the following: patching, repairing, and overlaying construction of roadways and parking lots. Disinfection and sampling of new water mains. General repairs to the water distribution system including, but not limited to, repair and replacement of water mains, valves, fire hydrants, and water services.
  
  Field locating programs of water main, valves, and services in coordination with the Engineering Division. Supervise the scheduling and completion of snow and ice control operations. Supervise emergency call-in operations pertaining to utility infrastructure repairs and maintenance. Supervise and instruct on the proper operation of all equipment including, but not limited to, pickup trucks, excavators, plows, rollers, end loaders, graders, and sewer equipment.
  
  Coordinate construction work performed by other departments or private contractors to establish start times and completion dates. Supervise the scheduling and direction of leaf collection operations, and mowing of roadside and personal property as required, including maintenance of all storm water basins. Conduct on-site investigations, pre-construction and job completion inspections. Re-examine priorities and reassign personnel and equipment as necessary in emergency situations and upon the completion of scheduled projects.

• Personnel Supervision:
  Supervise all personnel within the Field Maintenance Operations Division including, but not limited to, training, evaluating, mentoring, and coaching. Participate in the recruitment process including, but not limited to, evaluating job postings and descriptions, evaluating, interviewing, and selecting applicants, and onboarding new employees. Supervise employee scheduling including, but not limited to, daily time sheets, accrued time off usage, FMLA, and other paid time off benefits.

• Customer Service Relations:
  Supervise the scheduling of assignments for customer service activities including, but not limited to, water service turn-ons/turn-offs, inspections for leaks, and investigating/resolving water service complaints as required. Coordinate activities in the water meter installation, testing, and reading programs. Respond address customer complaints as necessary.

• Operations Inventory and Budget:
  Assist with the purchasing of all related materials, tools, and supplies and assigning account numbers to purchases. Assist with monitoring and tracking inventory items on a quarterly basis. Assist the Mechanics Division with preparing specifications for vehicles and equipment. Assist in preparing specifications for materials bids/quotes. Assist with the preparation of division budgets.

• Department Support:
  Provides operational support to other Public Works Operations Supervisors as needed, including coordinating staff coverage, assisting with work planning and scheduling, responding to service requests, and supporting citywide operations during peak workload periods, emergencies, or special events.

• High school diploma or equivalent. Associate Degree in Civil Engineering Technology, Applied Science, Public Administration, Water Resources, or a related field is highly preferred.
