QUALIFICATIONS:
- Bachelor's degree or higher from an accredited educational institution or equivalent combination of education, training, and experience.
- Advanced degree preferred.
- Ten (10) years of effective leadership experience in school finance, technology, facility management, transportation services, food services and/or other administrative experience with duties in operations management.
- Experience as executive director of operations or equivalent experience required.
- Knowledge of Florida School Laws, Florida Administrative Code, Administrative Rules and Regulations, and local School Board policies.
- Knowledge of Employment and Labor Laws.
- Knowledge of FDLE investigative procedures.
- Knowledge of USDA regulations.
- Skill in contract negotiations and conflict resolution.
- Skill in analyzing data from various sources in the decision-making process.
- Skill in maintaining positive interpersonal relationships with employees and the community.
- Ability to work cooperatively with state and local departments and agencies.
- Ability to plan, organize, and present information to the public.
- Ability to provide leadership and oversight to district departments.
- Ability to multi-task and manage time effectively.
Superintendent of Schools
JOB GOALTo deliver substantial support to the Superintendent of Schools by providing leadership and oversight to all business operations.
SUPERVISES:Assigned Personnel
PERFORMANCE RESPONSIBILITIES:Service Delivery
- Supervise insurance contract development.
- Oversee the installation, maintenance and repair of computer hardware and software throughout the district.
- Direct the preparation of the Superintendent's annual financial report and the annual cost report.
- Direct the accounting for receipts and expenditures of district funds and ensure that appropriate ledgers are maintained in conformity with generally accepted accounting principles.
- Collaborate with the accounting division staff to ensure accurate accounting practices.
- Plan and maintain schedules to meet institutional deadlines.
- Prepare and submit online the district's annual budget to the Department of Education.
- Ensure district compliance with Governmental Accounting Standards Board financial reporting changes.
- Serve as the district's point person for annual audits and initiate corrective action when necessary.
- Serve as an advisor to budget managers and grant managers.
- Train new administrators.
- Develop short- and long-range plans for the conduct, growth and improvements of department programs and services.
- Manage the district's investment and borrowing programs.
- Direct the preparation of financial and cost reports and warrant list for School Board approval.
- Plan and coordinate the hardware and software needs of the district's business applications.
- Provide forecasts and develop budget for all administrative computer-related activities.
- Develop, update and maintain a manual of technology-related methods and standards.
- Establish and monitor procedures which ensure timely and accurate reconciliation of bank accounts, payment of payrolls and properly documented invoices and vouchers taking advantage of allowable discounts.
- Review and approve grant application budgets.
- Monitor and report on budget performance in schools and district divisions.
- Approve all journal entries and disbursement vouchers.
- Oversee the internal service order system to ensure accounting controls.
- Prepare monthly cash flow projections and make appropriate recommendations to ensure the availability of funds to pay current obligations.
- Monitor FTE projections and reporting.
- Prepare requests for disbursement of state and federal funds.
- Prepare budget amendments for School Board action.
- Monitor the administration of contracts.
- Assist with the maintenance of personal property records.
- Review technology project schedules.
- Inspect school lunch facilities and operations to ensure that standards of cleanliness, health and safety are being maintained.
