Duties listed are at the full performance GS-11 grade level.

Serves as the administrative representative between the Forests and the Albuquerque Service Center, Incident Management Teams (IMT), Buying Teams, and Incident Business Advisors assigned to units within the zone.

Conducts reviews and analysis to measure performance of incident business related functions, and develops processes and guidelines to maintain good performance.

Participates in formal and informal training opportunities providing expertise in development and presentation of incident business related materials (e.g., Interagency Incident Business Management, Applied Interagency Incident Business Management).

Serves as a resource to other Incident Business Specialists regionally or nationally by attending meetings, performing on Task Groups/Committees and taking assignments to assist in incident business management functions.

Coordinates, negotiates, develops, and administers agreements to meet the objectives of interagency units with fire protection responsibilities within the zone while adhering to applicable laws, regulations, policies, and guidelines.

Recruits and mentors personnel with incident business aptitude to develop skilled and qualified personnel in support of current and future incident business and Incident Management Team needs.

Provides advice and counsel to Line Officers and Fire Staff Officers on administrative issues including appropriation use, personnel/payroll, cost management, fire acquisition, fire claims, and compensation for injury.

Responsible to ensure incident payments and billings are completed consistent with the Interagency Incident Business Management Handbook and Forest Service appropriation law.

Provides oversight of the Administratively Determined (AD) Pay Plan for Emergency Workers (Casuals) to ensure the provisions of the pay plan are followed.

Prepares program-related correspondence, reports, and/or other written materials regarding Forest Service incident business and fire programs, policies, and/or operations.
