Budget Manager

The Budget Manager serves a critical role in providing services essential for the preparation, supervision, compliance and management of budgets by completing budgetary requirements. Qualifications include an Associates or Bachelor's degree in Accounting or Business Administration, coursework or extensive experience in budget preparation, accounting, federal grants, and advanced MS office skills with emphasis in utilizing Excel. The candidate must effectively communicate information and respond to questions from administrators, staff, and the general public.

They should work with mathematical formulas in Excel, including fractions, percentages, ratios, proportions, and other calculations for practical situations. Analytical thinking knowledge of USFR, SAAM, GAAP, and School ERP is required. The candidate must pass a background clearance and obtain an Arizona IVP Level One Fingerprint Clearance Card. Terms of employment are 261 days; 12 months. Compensation is per QCUSD salary schedule for the applicable position.

Benefits are as per QCUSD District policy. The Budget Manager reports to the Director of Business Services and will undergo an initial evaluation no later than ninety days after the first day of work, followed by annual evaluations by the supervisor. Hours are 40 hours per week, Monday - Friday, 7:30-4:00 pm. Classification is Exempt.

Performance responsibilities shall include, but not be limited to, the following:
The Budget Manager serves a critical role in providing services essential for the preparation, supervision, compliance and management of budgets by completing budgetary requirements. This role maintains and provides all necessary information for auditors, generates budgetary tracking systems and monitors cash accounts. The Budget Manager has excellent analytical, computer, communication, and teamwork skills in order to ensure compliance. Oversees and manages the InTouch Receipting Software and acts as the main contact for user setup, training new users, oversee bookstore managers.

Reconciles payments/deposits processed through InTouch Receipting Software, prepare to post to Visions Accounting Software. Oversees and manages the Purchase Card program and acts as the main contact for user setup, training new users, and reconciling accounting statements. Works closely with the CFO and Director of Business Services to develop and monitor cash accounts, run reports and analyze financials, maintain the General Ledger, assist with monthly balancing and oversee Medicaid Reimbursement.

Performs budget administration, budget versus spending analysis, processes budget revisions, provides statistical information, budget data, status reports, other related reports, and support for the CFO and Director of Business Services as required. Audits and reconciles accounts and prepares accounting entries. Approves payments for expenditures within the District cash funds for compliance and adequate availability of funds. Responsible for following proper audit procedures and prepares for external and internal auditors.

Provides training on finances, P-Cards, and cash handling procedures. Acts as a liaison with committees and special projects. Perform other duties as assigned.
