Job DescriptionJoint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) provides technical solutions for the Department of Defense in support of Test and Evaluation (T&E) services. The ABMS program test specialists perform Joint Interoperability Test, Evaluation and Certification (TE&C) efforts for various ABMS systems and operational test & evaluation for the Digital Infrastructure (DI) program.
Job Duties & Responsibilities- Conduct document reviews of requirements sources to produce an Analysis Structure (AS), Evaluation Framework (EF), Data Source Matrix (DSM), and Test Plans.
- Participate in ABMS Test & Evaluation (T&E) Working-level Integrated Product Team (WIPT) meetings.
- Serve as the primary point of contact for coordinating all test activities between Government representatives, user participants, support agencies, and other stakeholders.
- Participate in test execution, including managing data collection during test.
- Participate in Data Analysis Groups for all test activities.
- Analyze test results, turning raw data into meaningful Measure of Performance (MOP)/Measure of Effectiveness (MOE) driven results that align to the AS.
- Produce Quick Look Reports, Joint Interoperability Assessments, Joint Interoperability Certifications/Assessments, and Risk Assessments based on data collected during test events.
Requires a Doctorate or a Master’s degree and at least 4 years of experience; or a Bachelor’s degree and at least 6 years of experience. The degree must be in a relevant technical curriculum, and experience must be related to the job duties.
Required Skills- Demonstrated experience with Department of War acquisition developmental/operational testing from initial test planning through delivery of the final test report.
- Excellent communication skills, including verbal, written, and presentation skills with the ability to write complex developer-level issues in a clear, concise, and easily understood manner.
- Familiar with and actively using the Microsoft Office suite.
- Desired certifications in areas such as Sec+/SecX, Certified Scrum Master, ITIL4/ITIL5, CTEP.
- Experience with test tools and operational systems such as JANETT, TIGER, ADSI, BOSS, NSITE, ATC-Gen, and STT.
- Attention to detail in creating, reviewing, and editing requirements, specifications, and recommendations related to proposed solutions.
- Ability to collaborate effectively with senior management, cross-functional teams, internal/external customers, and end-users.
Contractor site with 10%-25% travel possible. Possible off-hours work to support releases and outages. General office environment. Work is generally sedentary but may require standing and walking for up to 10% of the time.
