Position Summary

Under limited supervision, manages the department's goals and objectives by planning, organizing and directing all functions required to negotiate, administer and monitor the Tohono O'odham Nation's grants and contracts.

The work is normally reviewed upon completion to ensure compliance with general organization/department goals, policies and procedures. Major work activities are covered by procedures or guidelines permitting flexibility in selecting methods to utilize and procedures to follow, determination of work priorities, and the planning and coordination of projects.

Essential Duties and Responsibilities
  • Manages the grants and contracts to ensure terms and conditions of award are met and deliveries of services are provided by program awarded.
  • Ensures the Grants and Contract’s office operates in accordance with contractual requirements and applicable laws, regulations, policies and procedures.
  • Develops, implements, establishes and communicates departmental plans, goals and objectives and ensures compliance to contractual obligations and requirements.
  • Ensures the Tohono O'odham Nation receives reimbursement from grantors, funding agencies to repay the general fund by ensuring reports and reconciliation are completed according to established due dates.
  • Improves staff effectiveness by coaching, counseling, training and recommending disciplinary action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.
  • Hosts regular staff meetings to ensure communication between personnel and program-related activities.
  • Reviews proposal application in accordance with required specifications required by the funding agencies; ensures all items are outlined in the agency solicitations; reviews proposed costs and ensures that all allowable costs are included.
  • Prepares bids, process specifications, test and progress reports, and other qualifications required; reviews bids from outside vendors or agencies for conformity to grant or contract requirements; determines acceptable bids.
  • Requests or recommends amendments to, or extensions of, grants or contracts.
  • Compiles statistical data for preparing estimates or reports.
  • Participates as a member of the negotiation team representing the Nation in negotiation with Federal, State, and Local governments.
  • Schedules and facilitates meetings with the Executive and Legislative branch committees, Tohono O'odham Legislative Council and program staff to review and discuss contract and grant issues.
  • Achieves financial objectives by preparing and administering annual budget; presenting and justifying budget recommendations to appropriate personnel.
  • Contributes to department’s effectiveness by identifying short-term and long-range issues and goals that must be addressed; providing information and commentary pertinent to deliberations; recommending options and courses of actions; implementing directives.
  • Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
  • Performs other job related duties as assigned and contributes to a team effort.
Knowledge, Skills, and Abilities
  • Knowledge of the Tohono O'odham culture, customs, and traditions.
  • Knowledge of applicable federal, state, tribal laws, regulations requirements in the administration of grants and contracts.
  • Knowledge of effective principles and practices of management and supervision.
  • Knowledge of grant and contract management, Office of Management and Budget (OMB) Cost Principles, Federal Regulations, Public Laws, Code of Federal Regulations (CFR), and budget manuals.
  • Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
  • Skill in decision making, leadership and organization.
  • Skill in budget preparation and administration.
