Supervisory Clinical Nurse (Inpatient)
Serves as the Inpatient Department Services supervisor within the Tohono O'odham Nation Sells Hospital and assumes a leadership role in professional practice, staff development and education, and performance improvement.
The position is located within the Tohono O'odham Nation Health Care Sells Hospital in Sells, Arizona. The work aims to provide professional expertise in program development and implementation of inpatient services and ensure quality nursing care.
Essential Duties and Responsibilities:
(Depending on the area of assignment, an incumbent may not be required to perform some of the duties listed below):
- Responsible for general managerial duties with planning, organizing, directing, and evaluating a comprehensive inpatient care nursing program, staff development, and performance improvement program for the inpatient nursing department.
- Supervises a group of at least three or more professional licensed and registered nurses in providing direct nursing services and patient care.
- Ensure compliance with standards such as HIPAA, Privacy Act, Infection Control, and national accrediting bodies (TJC, CMS, OIG).
- Ensure the timely performance of satisfactory quality and quantity of work.
- Plans work to be done by subordinates, sets priorities, and establishes schedules and deadlines.
- Assign work based on anticipated difficulties and capabilities of available employees.
- Advises, counsels, and instructs employees on technical and administrative issues.
- Advises employees of their performance requirements, evaluates employee performances and prepares formal assessments.
- Recommends personnel actions such as promotion, reassignment, or termination.
- Interviews candidates for vacancies and recommends selections.
- Hears and resolves employee complaints and concerns. Refers more complex matters to the appropriate person or department or elevates them to the next level in the chain of command.
- Determines and establishes individual training and development needs. Then, seeks out resources to meet these needs.
- Actively participates in assigned committees.
- Prepares and submits reports as appropriate.
- Prepares and submits Inpatient quality assurance reports as required to Quality Management.
- Develops and manages a comprehensive Inpatient Department Service and nursing performance improvement, including defining overall program purposes and goals.
- Evaluate the impact of the Inpatient Services on the Hospital Unit's mission and makes adjustments and modifications as necessary.
- Monitor and evaluate patient care provided, ensuring compliance with nursing practice standards, emergency nursing standards, develops standards and recommendations to resolve problems.
- Coordinates interdisciplinary team conferences and discharge planning, ensuring continuity of care once a patient is discharged from the medical facility.
- Develops and implements Inpatient Services operating budget, including data addressing costs or facilities, nursing care, patient care per acuity level, etc.
- Determines resources, staffing needs, material, and equipment needed to carry out program responsibilities.
- Determines the need for, develops, and presents training and Inpatient Services (and other) staff.
- Participate in collaboration with the Chief Nurse Executive Team to recruit and retain qualified and experienced professional nursing staff.
- Participates with the Chief Nurse Executive and supervisory nursing staff to form strategic planning that incorporates long-term and short-term goals.
- Maintain clinical competence and expertise in the specialty area.
- Provide skilled and comprehensive nursing care to the patients in the ambulatory care setting.
- Closely observe patients for conditions that may require emergency measures.
- Exercises sound judgment in interpreting observations to the physician and initiates emergency measures.
- Rotates supervisory call-back duties within the Division of Hospital Nursing Branch as scheduled.
- Acts on behalf of the Chief Nurse Executive when delegated.
- Contribute to a team effort.
- Performs other job-related duties as assigned.
Knowledge, Skills, and Abilities:
- Knowledge of supervisory principles and methods to ensure accomplishment of the assigned mission through efforts of subordinate staff.
- Knowledge of supervisory personnel management responsibilities including recruitment and staffing, training, incentive awards, discipline, position classification, pay administration, labor management relations and equal employment opportunities.
- Knowledge in managerial principles and methods of planning, organizing, directing, reviewing the work of subordinate staff, and developing and managing a program.
- Knowledge of health nursing principles, practices, and processes, standards of emergency nursing standards, including physical and emotional assessment, establishing health and nursing care goals, developing and implementing the Emergency Department Services program, and evaluating results.
