Secretary General of the Municipality
Job DescriptionUnder the direction of elected officials, the Secretary General of the municipality implements the policies outlined by the municipal team.
Responsibilities include:
- Ensuring reception and service to citizens.
- Assisting and advising elected officials, preparing for municipal council meetings, deliberations, minutes, commissions, mayor's orders.
- Ensuring the organization, legal monitoring, and compliance of elections.
- Carrying out the drafting of civil status acts and maintaining the civil status register.
- Preparing, formatting, and monitoring the execution of the budget (M57).
- Preparing the accounting: expenditure commitments and revenue titles.
- Ensuring the follow-up of urban planning files in conjunction with the instructing service.
- Monitoring public contracts and subsidies.
- Preparing HR acts.
- Organizing the reservation of the community hall.
- Developing links with intercommunal structures and partners.
- MASTER:
- the areas of competence of municipalities and their organization;
- the status of the Territorial Public Service and the rules of civil and urban status;
- the regulatory procedures for the award of public contracts and contracts;
- the legal rules for the preparation of administrative acts;
- the regulatory framework for the operation of public bodies and establishments.
- KNOW HOW:
- respect regulatory deadlines;
- manage versatility and priorities;
- verify the consistency and respect of the regulatory framework of administrative files;
- prepare mandate files, expenses and revenues, subsidy requests and financial declarations;
- prepare and format decisions of the municipal council, administrative acts of the mayor and civil status acts;

Specific Conditions of ExercisePositions open on the following grades of the Territorial Public Service:
Senior Administrative Assistant 1st Class, Senior Administrative Assistant 2nd Class, Clerk
Article L332-8 provision 7 of the general public service code - A contractual employee may be recruited for this position because it is a position of secretary general of the municipality in a municipality with less than 2000 inhabitants. The proposed contract may not exceed three years, renewable up to a maximum duration of six years.
