Your Roles In BriefSupport the finance and human resources departments in the administrative, accounting, and HR management of the community, in compliance with public accounting rules and the status of the territorial public service.
A) Accounting Management
- Issuing and following up on purchase orders in liaison with communal services
- Engagement and follow-up of purchase orders
- Commitment of expenses, verification and pre-authorization of invoices and accounting documents
- Issuing and following up on revenue titles (rents, meal transfers, after-school program billing) - Compliance with internal procedures
- Classification and archiving of accounting documents Participation in the preparation of budgets for municipalities
B) Human Resources Management
- Administrative management of staff:
- Follow-up of individual files of agents
- Writing of simple administrative letters and acts (ordinances, contracts) - Payroll (in support or according to service organization):
- Entry of variable elements
- Verification of payroll slips
- Time management:
- Follow-up of leave, absences, overtime
- Control of rights (fractionation, statutory leave) - Follow-up of training, medical visits, and regulatory obligations
- Support in the management of recruitment (publication, administrative follow-up) - Support with the Head of the HR Department in the establishment of the SRU, internal promotion files, retirement files, and various FIPH/contributions declarations.
- Participate with the Head of the HR Department in the implementation of HR projects.
- Participation in the preparation of the HR budget
C) Cross-functional Missions
- Telephone and physical reception of agents and service providers
- Information for agents on HR and administrative issues
- Participation in the improvement of internal procedures
- Updating of follow-up tables (leave, staff, HR budget, accounting, etc.)
Profile sought: BAC + 2 specialty in Human Resources and/or Accounting. Knowledge of public status, payroll, and public finances is mandatory. Ability to be autonomous in your position. Mastery of office tools (office suite and professional software)
