Shelter Youth and Family Services encourages the application of all bilingual applicants to work with our client community. Applicants who can successfully certify their skill level in reading, speaking, and writing in two languages with the Illinois Department of Children and Family Services may receive an additional salary stipend. Certification testing is set by DCFS.

POSITION OVERVIEW

The Residential Supervisor reports to the Residential Director and plays a crucial role in overseeing the daily operations and quality of services in the Transitional Living Program, Emergency Shelters, and Youth Experiencing Homelessness programs. The position involves providing leadership to program coordinators, ensuring program compliance, and contributing to the overall success of residential programs.

KEY RESPONSIBILITIES Leadership and Supervision
  • Provide direct supervision and guidance to the Transitional Living Program (TLP) Coordinator, Emergency Shelter Coordinators, and Youth Experiencing Homelessness (YEH) Caseworker.
  • Support program coordinators in scheduling residential staff to ensure consistent coverage, maintaining census levels, and meeting program operational needs.
  • Participate in the recruitment, interviewing, onboarding, and training of new staff.
  • Coordinate and lead regular team meetings to review goals, address challenges, provide supervision and support, and identify staff training needs.
  • Carry out all duties as designated by the Residential Director.
Program Oversight and Operations
  • Oversee daily operations of the Transitional Living Program, Emergency Shelters, and Youth Experiencing Homelessness program to ensure effective service delivery.
  • Ensure that program homes are well‑maintained and compliant with DCFS health, safety, and licensing standards.
  • Maintain high‑quality program services by monitoring milestones, deliverables, and implementing strategies for continuous improvement.
  • Implement new policies and procedures as required by DCFS or the Illinois Department of Human Services (IDHS).
  • Respond promptly to crisis situations, ensuring appropriate debriefing, documentation, and follow‑up occur.
  • Oversee the implementation and documentation of emergency protocols in compliance with Performance and Quality Improvement (PQI) standards.
Compliance and Quality Assurance
  • Ensure adherence to agency policies and procedures and the DCFS Code of Ethics for Child Welfare Professionals.
  • Oversee compliance with accreditation and regulatory requirements, including COA, DCFS, IDHS, and Medicaid standards.
  • Attend required DCFS and IDHS meetings and training to maintain compliance and stay informed on programmatic updates.
  • Understand and manage multiple funding streams, monitoring budgets and program expenditures to ensure fiscal responsibility.
