Position: Design/Reviewer Engineer (Civil Engineer III)

Position Summary

Incumbents in this series will be assigned to the Project Development Division: prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.

Duties and Responsibilities

Responsible for reviewing design plans at various design levels to ensure that all necessary Plans, Items, Details, and Special Provisions for constructability are included and in accordance with the Project Development & Design Guide, MassDOT Construction and Industry Standards, and ADA, ABA regulations.

Responsible for reviewing utility relocation plans to verify utility work is clearly shown to allow bidders to make informed estimates and to determine the duration, schedules, and cost of the utility work to ensure that force accounts are accurate.

Responsible for determining the involvement of various utilities in the design project. Identify representatives from municipalities, private utility companies, design consultants and project managers in order to organize and lead field meetings to identify potential utility conflicts and solutions.

Follow-ups on field meetings and design reviews and all pending issues to ensure potential conflicts are properly addressed.

Responds to emails sent by Department personnel, Utilities companies, Municipal officials, Designers and Project Managers regarding utility coordination, and constructability, and maintains accurate files.

Responsible for organizing DUCE files and updated records for each project using a computer filing system and office filing.

Responsible for attending preconstruction conferences and identifying scheduling conflicts between the contractor and utility companies.

Responsible for being available during the construction phase to meet with Resident Engineers to discuss utility design conflicts and to coordinate with the utility and contractor to resolve issues.

This position requires a strong background and experience in civil engineering and heavy highway construction, computer aided design, survey, project management and MassDOT Standards so that they can anticipate contractual, construction or maintenance related issues associated with design and recommend modifications.

Preferred Qualifications

Knowledge of the principles and practices of civil engineering; terminology and standard abbreviations used in civil engineering; principles of hydraulics as applied to surface drainage pipes and culverts; properties and characteristics of concrete and asphalt; mechanical properties of fluids; theory and practice of plane surveying; knowledge of the engineering properties of soils; types and uses of equipment and materials used in building, bridge, highway, road, street or tunnel construction;

knowledge of mathematical formulae used to compute volumes and areas; skill in use of equipment used in plane surveying; methods of soil testing; elementary algebra, trigonometry, plane and solid geometry, integral and differential calculus; standard procedures for taking field notes in connection with plane surveying; ability to analyze and determine the applicability of civil engineering data, to draw conclusions and make appropriate recommendations.

Ability to understand, apply and explain the laws, rules, regulations procedures, specifications and guidelines governing assigned unit activities and in connection with the construction and maintenance of highways, bridges, buildings, etc.
