Internal Audit Specialist
The Internal Audit Specialist will be responsible for evaluating and ensuring the financial and operational integrity of engineering and construction projects. This role involves reviewing project budgets, contracts, invoices, and expenditures to verify compliance with contractual terms, industry standards, and regulatory requirements.
Essential duties and responsibilities include:
- Creating a baseline of current construction projects to accurately monitor the change in projects, completion, and spend.
- Conducting financial audits of construction projects, reviewing budgets, contracts, and invoices.
- Verifying compliance with contractual agreements, regulations, and industry standards.
- Analyzing cost estimates, change orders, calculation methodologies, and payment applications for accuracy and legitimacy.
- Comparing construction pay estimates, including subcontractor expenses, to supporting documentation to determine reasonableness, allowability, accuracy, and completeness.
- Identifying discrepancies, inefficiencies, or risks in project financials and operations.
- Reviewing project documentation, including schedules, technical drawings and plans, and progress reports.
- Verifying and validating the accuracy and completeness of Authority reporting on construction activities.
- Providing recommendations to improve cost management, risk mitigation, and operational efficiency.
- Preparing detailed audit reports to present findings to management.
- Collaborating with project teams to address audit findings and implement corrective actions.
Supervisory responsibilities:
This position does not regularly provide work leadership or full personnel management to any employees.
Financial responsibility:
No significant financial responsibility.
Qualifications:
Education:
Bachelor's degree in Accounting, Business, Finance, Construction Management, or Engineering.
Experience:
Two years of experience performing reviews of construction related activities and functions such as: contracting, procurement, project management, billings and payments, and project closeout.
Certificates, Licenses, Registrations:
Valid Texas driver's license.
Knowledge:
Proficient with computerized applications and enterprise systems, including word processing, spreadsheet, and presentation software.
Skills and abilities:
Ability to learn and adapt quickly, solve complex business problems and identify innovative solutions, and exercise discretion in sensitive situations. Strong communication and interpersonal skills with good conflict management and resolution skills.
Guidance received:
Follows periodic direct instructions and guidelines, uses policies and procedures that require some interpretation. Problems that cannot be addressed through an existing guideline, policy or procedure are referred to supervisor or more senior position. Incumbent must exercise judgment about whether to escalate issues.
Working conditions:
Office environment with occasional fieldwork and travel.
Tools and equipment used:
Office equipment including personal computers, printers, copiers, and Authority vehicles.
