** JOB SUMMARY
** Under general supervision, oversees the construction, repair, and maintenance of the water distribution and wastewater collection systems while leading, supervising, and evaluating crew members. Conducts CCTV inspection of the wastewater collection system and coordinates water distribution valve operations, utility locates, and leak investigations. Review construction plans, acts as a liaison between city departments for new water and wastewater projects and provides pre-construction evaluation and planning.
This role is pivotal in ensuring the safe delivery of drinking water from source to tap through meticulous attention to detail.

* ESSENTIAL JOB FUNCTIONS:
*** Responsible for the selection, hiring, evaluation, and discipline of multiple subordinates.
* Provide technical guidance, training, and mentorship to crew members.
* Plan and organize daily work assignments for the crew.
* Investigate and troubleshoot the water distribution and wastewater collection system based on internal and external customer requests
* Perform operations, maintenance, repair, and installation of the water distribution and wastewater collection infrastructure and appurtenances.
* Document and maintain accurate records of work activities, including materials used, work order/task completion, work management system operation, Geographic Information System (GIS) data retrieval and updates, and daily logs.
* Operate CCTV (Closed-Circuit Television) inspection equipment, interpret inspection data and score utilizing National Association of Sewer Service Companies (NASSCO-PACP, MACP, LACP) guidelines.
* Collaborate with engineers and project managers to schedule and prioritize tasks for new construction, renewal and rehabilitation projects.
* Coordinate activities with other city departments, contractors, and consultants.
* Perform valve exercise operations and maintenance to gather asset data and Global Positioning System (GPS) coordinates for mapping.
* Complete utility line locates for departmental operations and repair, contractor projects approved by permitting, and other city department work in the right-of-way.
* Ensure public, employee, and environmental health and safety by adherence to federal, state and local laws and regulations.
* Communicate effectively with team members, supervisors, management, and other stakeholders.
* Participate in regular meetings to review progress, challenges and identify opportunities for improvement.
** OTHER
JOB FUNCTIONS:
*** Oversee the maintenance and upkeep of equipment and vehicles utilized in water and sewer system operations. Coordinate regular inspections, repairs, and servicing to ensure optimal performance and safety compliance.
* Manage inventory levels of materials, tools and supplies necessary for maintenance and repair activities. Coordinate with Operations Support the procurement of supplies as needed to ensure timely delivery for scheduled work.
* Identify training needs and opportunities for continuing education and skill development your crew members to maintain required state level certifications.
* Assess subordinates' knowledge, skills and abilities as required by the City of Arlington Water Utilities, Field Operations Skill Proficiency Booklet.
* Serve as a point of contact for customer service inquires, service requests, and complaints related to the water and sewer system. Coordinate responses and solutions to address customer concerns promptly and professionally; some customers may be adversarial.
* Attend pre-construction, pre-bid, construction progress, and final walk-through meetings for development and capital improvement projects.
* Performs water quality functions, such as flushing, sampling and testing for chlorine residuals to ensure regulatory compliance with the Texas Commission on Environmental Quality (TCEQ).
