Program Export Coordinator – Lockheed Martin Missiles and Fire Control

Lockheed Martin Missiles and Fire Control is seeking a Program Export Coordinator (PEC) to work in the PAC‑3 international program area within the Integrated Air and Missile Defense (IAMD) line of business. This role can be performed virtually with some travel required to Arlington, TX, and Huntsville, AL.

• Providing export and releasability guidance to PAC‑3 program personnel including program managers, global supply chain personnel, quality personnel, engineers, etc.
• Understanding current regulation related to export and import of the PAC‑3 system and associated hardware and technology.
• Serving as the main interface between International Trade Compliance (ITC) and the PAC‑3 Program.
• Working alongside engineering to review and provide export classifications to hardware and technology.
• Maintaining, reviewing, and tracking PAC‑3’s multiple export licenses and agreements.
• Providing guidance and review of international shipments.
• Providing planning, strategy, and guidance on exports related to hardware and technical data.
• Reviewing presentations and responses to customer questions for export compliance.
• Leading the PAC‑3 Releasability Working Group (RWG) with SHIELD (as required).
• Working with and supporting the other IAMD PECs (THAAD PEC, PAC‑3 Japan PEC, PAC‑3 Poland PEC) in their responsibilities as required.
• Providing guidance on the releasability bounds found in EXCOM guidance and ensuring all PAC‑3 personnel are aware of relevant EXCOM guidance.
• Shaping and continually improving the PAC‑3 export strategy.

• Must be able to obtain a Secret security clearance.
• Strong understanding of licensing process and requirements for the Department of State and the Department of Commerce.
• Thorough understanding of different license types and ability to differentiate needs between licenses.
• Experience developing and/or improving export strategy.
• Ability to develop positive relationships with suppliers and customers.
• Strong business acumen.
• Strong process discipline with focus on efficiency and optimization.
• Proven track record of project management from development to completion of special projects.
• Proficiency in Excel, Word, SharePoint, and Microsoft Teams.

• Experience interfacing with Lockheed Martin’s International Trade Compliance (ITC).
• Experience with IAMD products in general and with the PAC‑3 missile system.
• Experience with Lockheed Martin’s Material Movement System (MMS).
• Experience with Lockheed Martin’s International Export SharePoint (IES).
• Experience with Lockheed Martin’s Export/Import Compliance & License Processing System (ECLPS).
• Experience supporting offset projects.
• Experience with Tri‑Service Committee (TSC) review and approval process.
• Experience with TDP and MDP licensing and associated legal requirements.
• Experience utilizing ITAR license exemptions and EAR license exceptions.
• Understanding of Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) efforts.
• Understanding of Congressional Notification (CN) process.
• Technical degree.
• Military experience.
• Experience interfacing and establishing working relationships with U.S. Government personnel and foreign customers.
• Foreign customer experience.
• Experience tracking hardware and data valuations on export authorizations.

Must be a U.S. citizen. This position requires a government security clearance; a Secret clearance level is required.
