The Department of Environmental Services (DES) is seeking an experienced and motivated professional to serve as a Civil Engineering Plan Review Coordinator within the Plan Review Section in the Development Services Bureau (DSB). DSB manages and regulates various development activities that take place on private property or within the public right‑of‑way. This employee and two other Planners share the responsibility for managing and coordinating the departmental review and approval of civil engineering plans (CEPs) and Certificate of Occupancy (CO) applications for conformance with Federal, State, and County codes, County construction standards and specifications, departmental development policies, and special exception site plan and use permit conditions approved by the County Board.
Specificduties include
- Administering and processing CEP applications from submission through approval;
- Reviewing CEPs to ensure compliance with required plan submittal standards, development conditions and applicable codes for review distribution;
- Circulating plans to agency representatives across the County for review and comments;
- Collaborating with staff and ensuring comments are applicable, comply with County standards and specifications, and are completed within established time frames;
- Meeting with applicants, engineers, and County staff to explain, negotiate, and resolve competing interests;
- Administering and coordinating the Departmental review of public infrastructure for approval for CO applications; and
- Performing other job‑related duties as assigned.
The ideal candidate will have experience collaborating with a variety of stakeholders with expertise in a wide range of subject matters related to land development such as utility system design, site grading, stormwater management, and/or erosion and sediment control. Additionally, the ideal candidate will have experience developing or reviewing civil engineering site plans.
Minimum Qualifications- Bachelor's Degree in Urban Planning, Engineering, or related field; and
- Two (2) years of progressively responsible professional experience in development or engineering plan review, urban planning, land use program administration, public sector infrastructure construction or inspection, or other related program areas.
Additional education may be substituted for experience.
Desirable Qualifications- Preparing land development civil engineering plans including streets, sidewalks, storm water management, utilities, erosion and sediment control, maintenance of traffic, and/or site grading;
- Preparing engineering plans within an urban environment and/or constrained areas;
Collaborating and resolving conflicts with various stakeholders with unique plan design goals and expectations; - Performing permitting and construction activities related to development projects; and/or
- Engineer in Training (EIT) certification or Registered Professional Engineer (PE).
- Background Check: A pre‑employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.
- Driver's License: Applicant must possess, or obtain by time of appointment, a valid driver’s license, and must provide or authorize Arlington County to obtain a copy of official driving record. Any offer of employment may be contingent upon favorable review of the applicant’s driving record. Alternatively, the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite.

Work hours: Flexible work schedule Monday through Friday between 6 am to 7 pm with telework opportunities.
Starting salary: Commencing salary is commensurate with the qualifications and experience of the candidate selected.
